In light of these two premises, I submit to you that the most effective way to bring about a positive change in Iran is adopt the protection of human rights as the primary driver of Canada's Iran policy.

It added that while, in its observations in the case giving rise to the judgment of 23 October 2008 in People’s Mojahedin Organization of Iran v Council, the Council expressly stated its intention of taking a position, as a matter of urgency, on ‘new elements’ brought to its attention, that institution nevertheless refrained from forwarding them to the PMOI, without claiming that any factual or legal obstacle prevented its doing so, even though the General Court had, by its judgment in People’s Mojahedin Organization of Iran v Council, annulled one of its earlier decisions, precisely on the ground that no such communication had been made before the decision was adopted.

Is very concerned that the human rights dialogue with Iran has been interrupted since 2004 due to a lack of cooperation from Iran; regrets that, according to the Council, no progress had been made; urges Iran to re-engage in the dialogue and, drawing on input from the EU, to define benchmarks aimed at real improvements in the field; calls on the Commission to implement all actions required within the framework of the EIDHR, so as to promote contacts and cooperation with Iranian civil society and to further support democracy and human rights; expresses its deep concern regarding the deterioration of the human rights situation in Iran and points out, in particular, the intensification of the repression directed against human rights defenders; at the same time, deplores the fact that Iran continues to apply the death penalty under conditions which violate international standards, and denounces in particular the executions of juvenile offenders; calls on the Council to express concern about the human rights situation in the country in all its contacts with the Iranian government and to concentrate its efforts on protecting human rights defenders, and especially women, as well as to persuade Iran to adopt an immediate moratorium on executions as a first step towards abolition;

Accordingly, the petitioners call upon the Canadian government to redouble its efforts to prevent Iran from achieving nuclear arms; to bring Iranian President Ahmadinejad before an appropriate international agency for violation of the genocide convention's prohibition against “direct and public” incitement to genocide; to propose in light of Iran's continued defiance of the international community that the United Nations Security Council adopt additional sanctions against Iran; and to work with our international partners to combat the genocidal incitement of the leaders of Iran, its quest to achieve nuclear arms and its massive domestic human rights violations of its own people.
