Calls on the Commission to help developing countries create an enterprise culture by promoting joint ventures between SMEs in the North and in the South and in this context urges the Commission to consider the funding of a business school specifically designed to address the training requirements of private and public sector managers including the training of diplomats and trade officials from developing countries on secondment to the embassies of EU countries in order to promote inward investment and one stop shops and to attract investor capital and FDIs with the purpose of promoting a business-friendly climate within the governments of their own countries; calls furthermore on the Commission to provide guidelines regarding the role of private partners involved in the process of social, economic, political, democratic and liberal growth in developing countries;
29. invite la Commission à aider les pays en développement à créer une culture d'entreprise en promouvant les entreprises communes entre PME du Nord et du Sud, et l'engage dans ce contexte à envisager le financement d'une école commerciale expressément destinée à répondre aux besoins de formation de gestionnaires dans les secteurs privé et public et, notamment, de diplomates et de représentants commerciaux des pays en développement détachés dans les ambassades des pays de l'UE, l'objectif étant de promouvoir les investissements étrangers et les guichets uniques et d'attirer les capitaux d'investissement et les investissements étrangers directs en vue de promouvoir un climat propice aux affaires au sein des gouvernements de leurs pays; demande en outre à la Commission de fournir des lignes directrices sur le rôle des partenaires privés, qui participent également au progrès économique, social et politique et au renforcement de la démocratie et des libertés dans les pays en voie de développement;
