The Commission established that in the review investigating period Chinese imports into the Union market were made at dumped prices significantly undercutting Union producers.

The investigation showed that Chinese imports continued to enter the Union market at dumped prices during the review investigation period.

(41) The Commission therefore concluded that the volume of dumped Chinese imports which coincides with a decrease in Community production from 1991 to the end of the investigation period, combined with the significant price undercutting, must have had a significant deleterious effect on the Community book bound photo album market and, therefore, the material injury suffered by the Community industry must be regarded as being caused by the dumped Chinese imports considered in isolation.
(41) La Commission a, par conséquent, conclu que le volume des importations chinoises faisant l'objet d'un dumping, qui a coïncidé avec une diminution de la production communautaire à partir de 1991 jusqu'à la fin de la période d'enquête, ajouté à l'écart de prix important, doit avoir eu un effet nuisible et étendu sur le marché communautaire des albums de photographies à reliure livre et que le préjudice important subi par l'industrie de la Communauté doit être considéré comme étant provoqué par les importations chinoises effectuées en dumping, prises isolément.
