As your Rapporteur, I therefore welcome all existing European financial instruments such as the Competitiveness and Innovation Framework Programme (CIP) and its microcredit scheme, the financial initiatives of the European Investment Bank (EIB) and European Investment Fund (EIF), the networking opportunities of the SME Finance Forum, EU-level support for research and development and, last but not least, pro-SMEs measures under the EU Cohesion Fund and Structural Funds.

Your rapporteur is hence of the opinion that in case of a structured finance instrument, market participants should only be able to invest in such an asset if they can prove to have an understanding and ability to assess the credit risk involved in such a product or they alternatively have to use the highest capital risk weighing for regulatory purposes.

Your rapporteur welcomes the idea of increasing European financing with a view to encouraging investment in networks, while recalling that the investors are undertakings capable of bearing the cost of such investment and that the level of European financing in this field would be limited to a few tens of millions of euros, whereas the investment needed in priority networks is of the order of billions of euros; she therefore advocates setting up a European fund to guarantee the non-commercial risks attached to certain energy production and transmission projects of European interest.

Since you believe that, and there is a consensus I'm sure in this committee on that, that when you're talking to your friend, the Minister of Finance, about investments in rail and other modes of transportation, I think if you convey your belief and the belief of this committee that these things are investments in the well-being and the economic prosperity of this country, I'm hoping that will carry the day when the minister is developing his budgets.
