Congratulates Ukraine on its positive final progress report on the implementation of the Visa Liberalisation Action Plan, which was published by the Commission in December 2015; expects the Ukrainian leadership to fulfil its anti-corruption commitments in the first quarter of 2016; welcomes the continuous efforts of the Ukrainian authorities to fulfil the Visa Liberalisation Action Plan; trusts that the swift introduction of a visa-free regime will be overwhelmingly seen by the Ukrainian people to be a tangible benefit of their European choice; expects a concrete legislative proposal from the Commission adding Ukraine to the list of third countries whose nationals are exempt from the visa requirement;

For the past two years, we have been gaining tangible and important results in our new political reform program, which includes reforming the electoral system, the growth of political parties, the introduction of central Asia's first system of proportional representation, the strengthening of our civic institutions by improving the laws relating to NGOs to make it easier for them to operate, adoption of new laws on the media to safeguard a free press, ensuring that freedom of religion is guaranteed to all faiths, and mounting an aggressive attack on corruption under tough new anti-corruption legislation.
Depuis deux ans, nous voyons se matérialiser les résultats tangibles et importants de notre nouveau programme de réforme politique, et notamment ceux-ci: la réforme du système électoral, l'épanouissement des partis politiques, l'implantation du premier système de représentation proportionnelle en Asie centrale, le renforcement de nos institutions civiles par l'amélioration des lois concernant les ONG afin de faciliter leurs activités, l'adoption de nouvelles lois sur les médias pour préserver la liberté de la presse, la garantie de la liberté de religion pour toutes les confessions, une attaque en règle contre la corruption au moyen d'une nouvelle loi sévère pour réprimer la corruption.

Through the introduction of Bill S-14, which includes a number of amendments to the Corruption of Foreign Public Officials Act, we are redoubling our fight against bribery and corruption, strengthening Canada's anti-corruption laws and placing Canada at the leading edge of countries taking robust action against corruption, action that will benefit Canadian companies at home and abroad.

Calls on the Commission to inform Parliament before the end of 2007 of progress made by the new Member States, in particular Romania and Bulgaria, in the introduction of anti-corruption legislation; regrets that the anti-corruption legislation proposed by the Romanian Government, specifically the Minister of Justice, has been blocked by the Romanian Parliament; fully supports the Government in its efforts to have this legislation approved and introduced;
178. invite la Commission à informer le Parlement avant la fin de l'année 2007 des progrès réalisés par les nouveaux États membres, en particulier la Roumanie et la Bulgarie, en ce qui concerne l'introduction de la législation de lutte contre la corruption; regrette que la législation de lutte contre la corruption proposée par le gouvernement roumain, en l'occurrence par le ministre de la justice, ait été bloquée par le parlement roumain; accorde un soutien sans réserve au gouvernement qui s'efforce de faire approuver et d'introduire cette législation;
