The Council adopted the EU position within the ACP-EU Committee of Ambassadors in favour of a decision to transfer EUR 195 million from the unallocated resources of the 10th European Development Fund to the envelope for Intra-ACP cooperation.

1. At the beginning of the programming processes the Commission shall, on the basis of the needs and performance criteria identified in Articles 3, 9 and 12 of Annex IV to the ACP-EC Partnership Agreement, determine the multiannual indicative fund allocation for each ACP country and region and for the intra-ACP envelope on which the programming process is based, within the limits set out in Article 2 of the Internal Agreement.

To contribute to reducing the vulnerability of the ACP beneficiary countries to commodity shocks it is proposed to earmark an indicative amount of up to EUR 25 000 000 from the remaining balance of the conditional EUR 1 000 000 000 to contribute to the international commodity risk management financing facility in line with Article 68(5) of the ACP-EC Partnership Agreement and to transfer the entire amount to the intra-ACP envelope for this purpose.

The total Fund amounts to €13.5 billion, which is divided into a long term development envelope of €10 billion (including country allocations), a regional envelope of €1.3 billion (including regional allocation and an intra-ACP allocation) and an investment facility of €2.2 billion managed by the European Investment Bank.
