This chapter sets out rules on the agreement’s entry into force, the incorporation of new EU countries into the agreement once it is signed, and amending or ending the agreement.

2. Denmark will abstain from entering into international agreements which may affect or alter the scope of the Regulations as annexed to this Agreement concerning the determination of responsibility for examining an asylum application or measures concerning the comparison of fingerprints of third country nationals covered by the Eurodac Regulation unless it is done with the agreement of the Community and satisfactory arrangements have been made with regard to the relationship between this Agreement and the international agreement in question.
2. Le Danemark s’engage à ne pas conclure d’accords internationaux susceptibles d’altérer ou de modifier la portée des règlements tels qu’annexés au présent accord concernant la détermination de l’État membre responsable de l’examen d’une demande d’asile ou les mesures relatives à la comparaison des empreintes digitales de ressortissants de pays tiers couvertes par le «règlement Eurodac» à moins d’agir avec l’accord de la Communauté et que des modalités satisfaisantes soient prévues s’agissant des rapports entre le présent accord et l’accord international en question.

Denmark will abstain from entering into international agreements which may affect or alter the scope of the Brussels I Regulation as annexed to this Agreement unless it is done in agreement with the Community and satisfactory arrangements have been made with regard to the relationship between this Agreement and the international agreement in question.

(12) The Minister may pay to any approved employer with whom he has entered into an agreement pursuant to subsection (2), in respect of any employee of that employer who, having been a contributor under this Part or Part I of the Superannuation Act, ceased to be employed in the public service prior to the day on which the agreement was entered into to become employed by that employer and has not at any time received any withdrawal allowance or other benefit under this Part or the Superannuation Act, such amount out of the Superannuation Account, not exceeding the total amount paid into or credited to that Account in respect of that employee, as is determined by the Minister, having regard to the terms of the agreement.

(11) When an employee of an approved employer with whom the Minister has entered into an agreement pursuant to subsection (2) has ceased to be employed by that employer to become employed in the public service and becomes a contributor before April 1, 2000, any service of that employee that, at the time he or she left that employment, he or she was entitled to count for the purpose of any superannuation or pension fund or plan established for the benefit of employees of that employer may, if the agreement so provides, be counted by him or her as pensionable service for the purposes of subsection 6(1) without contribution by him or her except as specified in the agreement if, within one year from the time when he or she becomes a contributor under this Part or within the further time that is specified in the agreement, the employer pays into the Superannuation Account the amount that is required under the agreement to be paid by that employer in respect of the employee.

4 (1) For the purpose of constructing a dry dock under this Act, the company entering into the agreement contemplated by section 3 may utilize, or acquire for the purpose of utilizing, the works and property of any existing dry dock company whose dock has been constructed under An Act to encourage the construction of Dry Docks by granting assistance on certain conditions to companies constructing them, chapter 17 of the Statutes of Canada, 1882, An Act to encourage the construction of Dry Docks, chapter 9 of the Statutes of Canada, 1899, An Act to encourage the Construction of Dry Docks, chapter 116 of the Revised Statutes of Canada, 1906, or An Act to encourage the Construction of Dry Docks, chapter 24 of the Statutes of Canada, 1908, and the value of the works and property at the time when the agreement is entered into, in so far as the works and property may be useful in the construction of a dry dock of greater dimensions or capacity under this Act, shall be deemed to be for the purposes of subsidy calculation a part of the cost of the dry dock constructed under this Act.

(4) Where the government of a province providing a comprehensive pension plan requests the Government of Canada to enter into an agreement under this section with the government of a country under any law of which provision is made for the payment of old age or other benefits including survivors’ or disability benefits, the Minister, with the approval of the Governor in Council, may enter into an agreement with the government of that country for the making of reciprocal arrangements relating to any of the matters referred to in subsection (1) with respect to the provincial pension plan of that province, if that plan makes provision for entering into such an agreement and for the carrying out of the provisions thereof, including the making of any financial adjustment required to be made for that purpose and the crediting or charging of the amount of any such adjustment to the appropriate account or accounts established under that plan.

4. Member States may enter into bilateral agreements with a third country regarding the matters referred to in paragraphs 1 and 2 until the entry into force of an agreement referred to in paragraph 1 with the relevant third country to the extent that such bilateral agreements are not inconsistent with this Title.

(Return tabled) Question No. 144 Ms. Hélène Laverdière: With regard to the government’s policy on fully autonomous weapons and autonomous robotics systems: (a) has the Department of National Defense (DND) provided financing, logistical assistance, or any other means of support for the research and development of fully autonomous weapons; (b) has DND provided financing, logistical assistance, or any other means of support for the research and development of autonomous robotic systems; (c) has DND awarded any contracts to develop or contribute to the development of autonomous robotic systems, and, if so, (i) what is the value of each contract, (ii) what entity was awarded each contract, (iii) what were the objective, terms, and conditions of each contract, (iv) what controls were put in place to prevent the future weaponization of this research; (d) has the government entered into any agreements with universities or research institutes in Canada to study or develop autonomous robotic systems, and, if so, for each respective agreement, (i) what is the value of the government’s contribution, (ii) with which entity was the agreement signed, (iii) what were the objective, terms, and conditions of the agreement, (iv) what controls were put in place to prevent the future weaponization of this research; (e) do DND or the Canadian Forces (CF) have written policies, regulations, rules, or guidelines on the use of robotics by DND or CF, and, if so, what are those policies, regulations, rules, or guidelines; (f) do DND or CF have written policies, regulations, rules, or guidelines on the use of fully autonomous weapons by DND or CFs, and, if so, what are those policies, regulations, rules, or guidelines; and (g) what steps has the government taken in applying Article 36 of Additional Protocol 1 of the Geneva Conventions (new weapons), in regard to funding, research, developing and testing of new weapons systems?

2. The disciplines of paragraph 1 may be reviewed within the framework of the procedure of Article 100 in order to take into account the disciplines agreed under Article VI of the GATS with a view to their incorporation into this Agreement.
