I have with me a strong statement – of this morning – by Mohtarma Benazir Bhutto, Chairperson of the Pakistan People’s Party, in which she welcomes this report for drawing attention to the right of self-determination of the Kashmiri people; for reaffirming the EU’s commitment to the settlement of dispute by peaceful means; for taking note of the impact of the earthquake and urging the European Union to help and support the Kashmiris; for supporting the role of the composite peace process in moving towards a durable settlement for the Kashmiris based on democracy, the rule of law and fundamental rights; for urging the Indian and Pakistan Governments to facilitate the ceasefire on the Line of Control by calling further on militant armed groups to enrol in a disarmament, demobilisation and rehabilitation process; for encouraging the Pakistan Government to transform the ceasefire in place in Siachin since 2003 into a lasting peace agreement; for urging both governments to allow international human rights organisations immediate and unrestricted access to all parts of the former princely state in order to investigate the human rights situation there; for calling on the Indian Government to put an end to all practices of extrajudicial killings, ‘disappearances’, torture and arbitrary detentions in Jammu and Kashmir; for calling on the Indian and Pakistani authorities to ease restrictions on travel between Srinagar and Muzaffarabad; for urging Pakistan to revisit its concepts of fundamental rights of freedom of expression, freedom of association, freedom of religious practices in Azad Jammu and Kashmir and Gilgit and Baltistan; for calling for the first-ever elections to be held in Gilgit and Baltistan and for seeking higher democratic representation in the Northern Areas.

Their achievements are extraordinary. In the space of a decade, we have seen the holding of dozens of transparent, democratic national, regional and local elections, the adoption of thousands of laws and regulations giving shape to the new democracies and incorporating the Community acquis into national law, the training of tens of thousands of civil servants and magistrates to interpret and apply the new legislation and the participation of hundreds of thousands of elected officials, specialists and members of professional organisations in EU-financed training and cooperation projects in order to learn about our policies. All 12 countries satisfy the political criteria laid down at Copenhagen and democratic institutions are stronger everywhere. Lastly, the overall performance of the economies of the ten first-wave countries is gradually improving: their growth rates are higher than ours, their inflation rates and deficits are being managed and kept under control and direct foreign investment is flooding in.
Ce bilan est extraordinaire : en l'espace d'une décennie, des dizaines d'élections nationales, régionales et locales ont eu lieu de manière transparente et démocratique ; des milliers de lois et de règlements ont été approuvés pour donner vie aux nouvelles démocraties et pour transposer l'acquis communautaire dans les législations nationales ; des dizaines de milliers de fonctionnaires et de juges sont formés pour leur permettre d'appliquer la nouvelle législation ; des centaines de milliers d'élus, d'experts et de responsables des associations professionnelles se sont familiarisés avec nos politiques grâce aux projets de formation et de coopération que nous avons financés ; les douze pays satisfont aux critères politiques établis à Copenhague et les institutions démocratiques se sont renforcées partout ; enfin, dans l'ensemble, les économies des dix pays améliorent progressivement leurs performances : les taux de croissance sont supérieurs aux nôtres ; l'inflation et le déficit sont gérés et contrôlés ; les investissements directs en provenance de l'étranger sont importants, ce qui démontre que les marchés ont confiance.

And as regards the European Union in particular, to make it crystal clear at long last to Turkey and to its non-European supporters, not just in words but – I repeat – with deeds, that the door by which Turkey is to enter the European family, even though there is some doubt as to whether it belongs there, will remain very firmly shut unless it absolutely and unreservedly brings its internal and international conduct into line with the rudimentary rules of law and ethics which underpin the workings of a modern cultivated society.
Et pour ce qui est, plus particulièrement, de l’Union européenne, elle doit donner clairement à comprendre à la Turquie, mais aussi à ses partisans non européens, non seulement par des mots, mais, je le répète, par des actes, que la voie qui la conduit vers la famille européenne, à laquelle de toutes façons il est douteux qu’elle appartienne, lui sera définitivement close, si elle ne soumet pas, inconditionnellement, son comportement intérieur et international aux règles fondamentales du droit et de la morale sur lesquelles reposent la structure et le fonctionnement des sociétés civilisées contemporaines.
