I hope, in a broader context, the new Minister of Social Development would not simply administer programs, but would help guide the government in a new national objective, a new set of priorities, regarding social development so we could think outside the box and dare to dream of elevating the standards of living conditions for all Canadians in measurable ways and then put in place a yardstick to measure that progress.
