II. The founding of ECHO To respond promptly and effectively to humanitarian needs in the field, and to help improve the international intervention system for humanitarian aid, the Commission decided on 6 November 1991 to create a European Community Humanitarian Office (ECHO), which was set up on 1 April 1992, though the office only became fully operational from October that year (see memo P(91)69).
