(3) In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the content of the Farm Advisory System, the measures to be financed by Union budget under public intervention and the valuation of the operations in connection with public intervention, the reductions and suspension of the reimbursements to the Member States, the compensation between expenditure and revenues under the Funds, the recovery of debts, the penalties applied to beneficiaries in case of non-compliance with the eligibility conditions, in respect of rules on securities, on the functioning of the integrated administration and control system, of the measures excluded from the scrutiny of transactions, the penalties applied under cross compliance, the rules on maintenance of permanent grassland, the rules on the operative event and the exchange rate to be used by the Member States not using the euro and in respect of the content of the common evaluation framework of the measures adopted under the CAP.
(3) Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il importe de conférer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité, en ce qui concerne l'agrément des organismes payeurs et des organismes de coordination, le contenu du système de conseil agricole, les mesures à financer sur le budget de l'Union au titre de l'intervention publique et l'évaluation des opérations y afférentes, les réductions et la suspension des remboursements aux États membres, la compensation entre les dépenses et les recettes dans le cadre des Fonds, le recouvrement des créances, les sanctions appliquées aux bénéficiaires en cas de non-respect des conditions d'admissibilité, les règles relatives aux garanties et au fonctionnement du système intégré de gestion et de contrôle, les mesures exclues du contrôle des transactions, les sanctions appliquées dans le cadre de la conditionnalité, les règles relatives au maintien des prairies permanentes , les règles relatives au fait générateur et au taux de change à utiliser par les États membres n'utilisant pas l'euro et le contenu du cadre commun d'évaluation des mesures adoptées au titre de la PAC.

5. Is concerned by the economic consequences for the euro area of a rapid fall in the value of the US dollar and the renminbi yuan, the latter artificially devalued by an unfair intervention on the part of the Chinese Government; expresses its concern about the possible emergence of a new asset bubble in Asia; calls for enhanced international macroeconomic dialogues in order to adjust exchange rates so that a more balanced world economy may be achieved;
5. s'inquiète des conséquences économiques pour la zone euro d'une chute rapide du dollar et du renminbi-yuan, ce dernier étant artificiellement dévalué par une intervention déloyale du gouvernement chinois; se déclare préoccupé par l'apparition possible d'une bulle spéculative en Asie; appelle de ses vœux un renforcement du dialogue macroéconomique international pour adapter les taux du change et parvenir ainsi à un meilleur équilibre de l'économie mondiale;

For the purpose of intervention in euro and in the participating non-euro area currencies, the ECB and each participating non-euro area NCB shall open for each other very short-term credit facilities.

2. Takes the view that, in the draft Special Measure for Iraq for 2007, the Commission exceeds the implementing powers laid down in Regulation (EC) No 1905/2006 by selecting as one of the areas of intervention a "Feasibility Study for the Akkas Gas Field", the overall objective of which is "to study the conditions for exploration of the Akkas Gas Field in western Iraq in view of linking its output to the Syrian gas pipeline network", and further "to integrate this project if possible in the workings of the Euro-Arab Mashreq Gas Market Project"; points out that "the study will take into consideration the future interest of the Mashreq neighbours and of the EU in integrating the output of the wells into the Euro-Mashreq gas market", and that "this integration will open a large potential market for the Akkas fields' production and allow a first integration of the Iraq natural gas with the regional and European market", and therefore considers that this objective is not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the proposed Special Measures is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;
2. est d'avis que, dans le projet de décision établissant une mesure spécifique 2007 pour l'Irak, la Commission excède les compétences d'exécution prévues dans le règlement (CE) n° 1905/2006 en sélectionnant comme domaine d'intervention une "étude de faisabilité pour le champ de gaz naturel d'Akkas", dont l'objectif principal est "l'étude des conditions d'exploration du champ de gaz naturel d'Akkas dans l'ouest de l'Irak" dans le but de le relier au réseau syrien de gazoducs, pour, par la suite, intégrer, si possible, ce projet aux travaux du projet Euro-arabe de marché gazier du Machrek; souligne que l'étude tiendra compte de l'intérêt futur des pays voisins du Machrek et de l'Union européenne en intégrant la production des puits dans le marché du gaz Europe-Machrek, et que cette intégration permettra l'ouverture d'un vaste marché potentiel pour la production des champs de gaz d'Akkas et rendra possible une première intégration du gaz naturel irakien dans les marchés régional et européen; estime donc que cet objectif n'est pas conforme à l'article 2, paragraphes 1 et 4, du règlement (CE) n° 1905/2006, en ce sens que l'objectif premier des mesures spécifiques proposées ne consiste pas à éradiquer la pauvreté et que les objectifs déclarés ne satisfont pas aux critères de l'APD tels qu'établis par le CAD de l'OCDE;

Prior agreement of the non-euro area NCB issuing the intervention currency shall be obtained when another central bank of the European System of Central Banks intends to use the former's currency in amounts exceeding mutually agreed limits in connection with all non-compulsory intervention, including unilateral intramarginal intervention.
L'accord préalable de la BCN n'appartenant pas à la zone euro qui émet la monnaie d'intervention est recueilli lorsqu'une autre banque centrale du Système européen de banques centrales a l'intention d'utiliser la monnaie de la première pour des montants qui dépassent les limites établies par accord commun, en liaison avec toutes les interventions facultatives, y compris les interventions intramarginales unilatérales.
