The main points of the new arrangements are as follows: A. Public intervention (a) price fixing by tendering, (b) activation of buying-in for an eligible quality in a Member State where: - the Community market price falls short of 88% of the intervention price, - the Member State's market price falls short of 84% of the intervention price, (c) a ceiling on quantities to be bought in set at 200 000 t, barring exceptional conditions to be determined by the Commission or where there is a significant fall in market prices (see also p. 4 of this memo), (d) the possibility that half-carcases may be bought in rather than fore-quarters and hind-quarters, (e) the private storage option to be retained (1) COM(88)529 final (2) COM(87)410 final. - 2 - B. The premium (a) The calf premium to be discontinued, (b) the variable slaughter premium to be discontinued, (c) an increase from 25 to 40 ECU/head in the suckler cow premium, (d) 10 ECU/head (rather than 20 ECU/head) of the additional premium in Ireland, Northern Ireland and Greece to be chargeable to the EAGGF, (e) increase from 25 to 40 ECU/head in the special premium for male bovine animals, increase in the maximum number of animals per farm from 50 to 75, extension of the special premium to Italy and the United Kingdom.

Régime des primes a) Non-reconduction de la prime à la naissance des veaux. b) Non-reconduction de la prime variable à l'abattage. c) Augmentation de 24 à 40 ECU/tête de la prime au maintien des troupeaux de vaches allaitantes. d) Prise en charge de 10 ECU/tête au lieu de 20 ECU/tête de la prime complémentaire en Irlande, Irlande du Nord et Grèce. e) Augmentation de 25 à 40 ECU/tête de la prime spéciale pour les animaux mâles; Augmentation du nombre maximal d'animaux par exploitation de 50 à 75; Extension du régime de la prime spéciale sur l'Italie et le Royaume-Uni.

H. FRESH FRUIT AND VEGETABLES - in view of the recent introduction of intervention thresholds for most fresh fruit and vegetables, no changes are proposed in the basic or buying-in prices, except in the case of citrus fruit.

I. FRESH FRUIT AND VEGETABLES _ The Commission is proposing that the basic and buying-in prices be left unchanged for all products with the exception of citrus fruit, for which it has proposed a reduction of 7,5% (the Commission's proposal during the last price decision was that there should be a 15% reduction, spread over two marketing years, in the case of citrus fruit); - measures derogating from the rules governing intervention, so that the threshold mechanism can operate in 1990/91 when, as provided for in the Act of Accession, Portugal changes over to the second phase.

FRUITS ET LEGUMES FRAIS _ La Commission propose le maintien des prix de base et d'achat pour tous les produits à l'exception des agrumes pour lesquels une diminution de 7,5 % est proposée (la Commission avait proposé lors du paquet prix précédent une baisse de 15 % sur deux campagnes pour les agrumes). - Fixation de mesures dérogatoires aux règles d'intervention pour assurer le fonctionnement du mécanisme des seuils pendant la campagne 1990/91, durant laquelle s'effectue le passage à la deuxième étape prévue pour le Portugal par l'Acte d'adhésion.
