The intervention agencies designated by the Member States shall buy in common wheat, durum wheat, rye, barley, maize and sorghum which are offered to them and have been harvested in the Community, provided that the offers comply with conditions laid down, in particular in respect of quality and quantity.

Article 100(2)(c) is replaced by the following: "(c) In the case of alcohol awarded for a new industrial use and under public sales for the use of bio-ethanol in the motor-fuel sector in the Community which must be rectified prior to utilisation for the end use specified, the alcohol removed shall be deemed to have been used entirely for the purpose specified where at least 90 % of the total quantities of alcohol removed under an invitation to tender or a public sale is used for that purpose; the successful tenderer or the approved firm that has agreed to purchase the alcohol shall inform the Commission and the intervention agency of the quantity, destination and use of the products which have undergone rectification.

Is of the opinion that the Agency should deal, firstly, with the equipment and armament of the European crisis intervention force, especially in relation to its compatibility; the Agency should also develop a long-term approach towards capability needs; the Agency should analyse at what moment in time and in which area a new need will arise, and which technological possibilities will exist at that moment to meet the respective shortfall; the Agency should have its own budget which should concentrate on the research and development of new technologies;

Calls for this agency to be concerned primarily with equipment and weapons for crisis intervention, and for it to have its own budget, to be centred on R D in the field of new technology; it should not run Member State procurement agencies but should oversee and coordinate them, and should lead and manage large cross-border projects; calls on the Member States to entrust to this agency the long-term task of creating a central financial mechanism for assessing the Member States' contribution to the Union's needs;

Except where they have lodged a standing security, within 30 days of the date of the notification referred to in paragraph 2, purchasing firms shall supply proof that they have lodged a performance guarantee with the intervention agency concerned to ensure that the alcohol is used as bio-ethanol in the fuel sector.

Sauf dans les cas où elles ont constitué une garantie permanente, les entreprises adjudicataires, dans les trente jours qui suivent la date de la notification visée au paragraphe 3, apportent la preuve de la constitution auprès de chaque organisme d'intervention concerné de la garantie de bonne exécution visant à assurer l'utilisation de l'alcool en cause comme bioéthanol dans le secteur des carburants.
