The main substantial modification aim at clarifying the scope of the CUI UR by introducing a definition in Article 3 of ‘international railway traffic’ to mean ‘traffic which requires the use of an international train path or several successive national train paths situated in at least two States and coordinated by the infrastructure managers concerned’, and by amending Article 1 (Scope) accordingly, while keeping the link with CIV and CIM UR.
Les modifications principales substantielles visent à clarifier le champ d'application des RU CUI en introduisant à l'article 3 une définition du «trafic ferroviaire international», signifiant «le trafic qui nécessite l'utilisation d'un sillon international ou de plusieurs sillons nationaux successifs situés dans au moins deux États membres et coordonnés par les gestionnaires d'infrastructure concernés», et en modifiant l'article 1er (Champ d'application) en conséquence, tout en conservant le lien avec les RU CIM et CIV.

3. In the case of a complaint or an own-initiative investigation on issues of access or charging relating to an international train path, as well as in the framework of monitoring competition on the market related to international rail transport services, the regulatory body concerned shall consult the regulatory bodies of all other Member States through which the international train path concerned runs and, where appropriate, the Commission, and shall request all necessary information from them before taking its decision.
3. En cas de plainte ou d'enquête lancée de sa propre initiative sur des questions d'accès ou de tarification relatives à un sillon international, ainsi que dans le cadre de la surveillance de la concurrence sur le marché concernant des services de transport ferroviaire international, l'organisme de contrôle concerné consulte les organismes de contrôle de tous les autres États membres par lesquels passe le sillon international en cause et, le cas échéant, la Commission, et leur demande toutes les informations nécessaires avant de prendre sa décision.

5. Working in cooperation, as referred to in paragraph 1, infrastructure managers shall assess the need for, and may where necessary propose and organise international train paths to facilitate the operation of freight trains which are subject to an ad hoc request as referred to in Article 48.

Their cooperation shall in particular aim at facilitating and coordinating the safety certification of railway undertakings which have been granted international train paths in accordance with the procedure laid down in Article 15 of Directive 2001/14/EC.
