The abolition of legal and administrative obstacles to cross-border trade and investment in the EU has been stepped up following the Directive on Services in the Internal Market and the possible extension of the Notification Directive (98/34), together with the liberalisation of international trade in business-related services (see the 'Services' Directive).

- Negotiate constructively in the WTO negotiations to continue the process of establishing a fair and market oriented trading system, in accordance with the conclusions of the Doha ministerial conference, with a view to raising standards of living world-wide, through further liberalisation and expansion of trade; promote the participation of developing countries, in particular the least developed, in the international trade system.

– (FR) Mr President, despite the obvious failure of trade liberalisation over the past 30 years, which has led to the wholesale deindustrialisation of developed countries and the impoverishment of underdeveloped countries, despite the financial and banking crisis, and now the Member States’ debt crisis, which all independent economists agree was caused by financial and commercial globalisation, the Director-General of the WTO, Mr Lamy, still wants to speed up the process of full international trade liberalisation.
- Monsieur le Président, malgré l’échec patent de la libéralisation des échanges depuis trente ans, qui a entraîné la désindustrialisation massive des pays développés et l’appauvrissement des pays sous-développés, malgré la crise financière, bancaire, et maintenant la crise de la dette des États, dont tous les économistes indépendants s’accordent à voir l’origine dans la mondialisation financière et commerciale, M. Lamy, directeur de l’OMC, persévère à vouloir accélérer la libéralisation totale du commerce international.

Added to this inequality in productive capacity and in the development of the production process are other measures, policies and instruments that have made the situation worse, most significantly the creation of the internal market, international trade liberalisation, the Stability Pact within economic and monetary union and the neoliberalism of the Lisbon Strategy.

− (PT) Despite containing various positive points, for example the need for greater coordination of activities between the WTO, ILO, UNEP, UNDP, WHO and UNCTAD, the report seeks to play down international trade liberalisation, which it does not criticise at all.
− (PT) Bien qu’il contienne de nombreux points positifs, comme le besoin d’une plus grande coordination des activités entre l’OMC, l’OIT, le PNUE, le PNUD, l’OMS et la CNUCED, le rapport cherche à minimiser la libéralisation du commerce international, qu’il ne critique nullement.

This situation is an integral part of the process of international trade, liberalisation and labour market deregulation that the European Union supports and encourages.

Given the current level of development of the ACP countries, economic and trade cooperation shall be directed at enabling the ACP States to manage the challenges of globalisation and to adapt progressively to new conditions of international trade thereby facilitating their transition to the liberalised global economy.
