70. Calls on the Government of Ethiopia to formally endorse the Boundary Commission’s delimitation decisions between Eritrea and Ethiopia as final and binding, in accordance with UNSC Resolutions 1907 (2009) and 2023 (2011), as well as with the relevant AU and IGAD resolutions; calls, therefore, on the Eritrean Government to agree to engage in dialogue with Ethiopia in order to address the process of disengagement of troops from the border and physical demarcation in accordance with the Boundary Commission’s decisions, bearing in mind the importance of keeping communities together, as well as the normalisation of relations with Ethiopia, including the reopening of the border; calls on the international community to engage with Eritrea and defend the interests and needs of the Eritrean people, while pressing the regime and the military to allow access to international organisations, prepare the long-promised elections and open up political space in the country; emphasises that all EU assistance which does not pursue humanitarian objectives should be made strictly conditional on a commitment by the Eritrean authorities to facilitate a democratic transition and the improvement of the human rights situation in the country, with transparent and tangible benchmarks, as well as of the basic needs of the Eritrean people; calls on Eritrea to desist from providing any support for armed groups which undermine peace and reconciliation in Somalia and, more generally, regional stability; calls for freedom of speech, the press and religion, as well as the introduction of free and fair elections and democracy in the country; calls for the immediate release of political prisoners, including the jailed journalist Dawit Isaac, who has been imprisoned without trial for over 4000 days;

Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

Urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to submit by June 2011 an inclusive action plan, with concrete arrangements for its implementation; urges the Commission, in cooperation with the IAEA, to put constructive pressure on Belarus and Russia urging them to adhere to international safety standards and cooperate with international experts during all stages of the preparation, construction and operation of nuclear power plants; believes that, in that connection, the EU should make full use of the expertise provided by international organisations and bodies;
18. invite instamment les États membres et la Commission à prendre conjointement part au renforcement des normes internationales en matière de sûreté nucléaire et à leur mise en œuvre, en coopération étroite avec l'AIEA, le secrétariat de la convention d'ESPOO et d'autres organisations internationales compétentes; invite la Commission à présenter, d'ici juin 2011, un plan d'action complet indiquant les modalités concrètes de sa mise en œuvre; demande instamment à la Commission d'exercer, en coopération avec l'AIEA, des pressions constructives sur la Biélorussie et la Russie afin qu'elles adhèrent aux normes de sûreté internationales et coopèrent avec des experts internationaux à tous les stades de la préparation, de la construction et du fonctionnement des centrales nucléaires; estime, à cet égard, que l'Union devrait exploiter pleinement toutes les compétences des organisations et organes internationaux;

strategic studies on the basis of shared analysis and regular monitoring of market developments and energy trends for the preparation of future legislative measures or for the review of existing legislation, including with regard to the functioning of the internal energy market, for the implementation of the medium and long-term strategy in the energy field to promote sustainable development, as well as for the preparation of long-term voluntary commitments with industry and other stake-holders and for the development of standards, labelling and certification systems, where appropriate also in cooperation with third countries and international organisations.
des études stratégiques reposant sur des analyses partagées et un suivi régulier de l'évolution des marchés et des tendances en matière d'énergie pour l'élaboration de mesures législatives futures ou pour la révision de la législation en vigueur, notamment en ce qui concerne le fonctionnement du marché intérieur de l'énergie, pour la mise en œuvre de stratégies à moyen et long termes dans le domaine de l'énergie en vue de promouvoir le développement durable, pour la préparation d'engagements volontaires à long terme à établir avec l'industrie et d'autres parties prenantes ainsi que pour l'élaboration de normes et de systèmes d'étiquetage et de certification, en coopération le cas échéant avec des pays tiers et des organisations internationales.

It calls on the Commission to cooperate with the relevant international organisations (World Health Organisation, United Nations International Drug Control Programme, Pompidou Group, Council of Europe) in line with the EU Action Plan on Drugs (2000-2004), and to prepare a report, with the technical support of the EMCDDA, with a view to revising and updating this Recommendation.
Il invite la Commission à coopérer avec les organisations internationales compétentes (Organisation mondiale de la santé, programme des Nations unies pour le contrôle international des drogues et Groupe Pompidou du Conseil de l'Europe) conformément au plan d'action antidrogue de l'Union européenne (2000-2004) et à rédiger un rapport avec le soutien technique de l'OEDT en vue de réviser et d'actualiser la présente recommandation.
