63. Reminds the Council and the VP/HR that they are obliged to keep Parliament informed about the state of external relations and in particular relations with third countries and international organisations with which international agreements are being negotiated or have been concluded in the EU’s interest; reminds the Council that, where they do not relate exclusively to the CFSP, agreements on the exchange of confidential information with third countries and international organisations must be negotiated and concluded in such a way as to enable Parliament to be informed and involved in accordance with Article 218(6) TFEU; bearing that point in mind, reserves the right to determine whether the Agreement between the Member States of the European Union, meeting within the Council, regarding the protection of classified information exchanged in the interests of the European Union does not interfere with the exercise of the prerogatives conferred on it by the Treaty;

The recognised organisation must have developed, implemented and must maintain an effective internal quality system based on appropriate parts of internationally recognised quality standards and in compliance with EN ISO/IEC 17020:2004 (inspection bodies) and with EN ISO 9001:2000 (quality management systems, requirements), as interpreted and certified by the quality assessment and certification entity referred to in Article 11(1).

In accordance with Art 17(2) of the Framework Directive, in the absence of standards and/or specifications in this list, Member States must encourage the implementation of standards and/or specifications adopted by European standards organisations and, in the absence of such standards and/or specifications, encourage the implementation of international standards or recommendations adopted by the International Telecommunications Union (ITU), the International Organisation for Standardisation (ISO) or the International Electro technical Commission (IEC).

Mine have not changed. I wholly condemn Saddam Hussein’s regime, but I fear that the way in which the United States brought it down has created a situation which is, if not equally horrific, at least as unmanageable. I do not endorse wars that are decided upon unilaterally. I believe the role of international organisations must be reaffirmed, particularly the role of the UN, not only in approving the use of force but also in supervising reconstruction.

We therefore believe that this question needs to be considered and resolved once and for all, as the problems will otherwise continue; the EU’s presence and influence within international organisations must be more commensurate with its political weight and the size of its financial contribution to these organisations.

Bearing in mind the global dimension of this problem, the Member States and the Commission must actively promote the aims of this resolution in international organisations, in particular in the World Health Organisation (WHO), the UN's Food and Agricultural Organisation (FAO) and the International Office of Epizootics (OIE).
