(9) In the interest of legal certainty for Union and third-country economic operators and contracting authorities/entities, the international market access commitments undertaken by the Union vis-à-vis third countries in the field of public procurement and concessions should be reflected in the legal order of the EU, thereby ensuring effective application thereof.
(9) Par souci de sécurité juridique pour les opérateurs économiques et pour les pouvoirs adjudicateurs et entités adjudicatrices de l'Union comme des pays tiers, les engagements internationaux pris par l'Union vis-à-vis de pays tiers en matière d'accès aux marchés publics et aux concessions devraient être traduits dans l'ordre juridique de l'Union de façon à garantir leur application effective.

The Commission should issue guidance on the application of the existing international market access commitments of the European Union.

I would just point out briefly that Minister Pettigrew issued yesterday Canada's international market access priorities report, which outlined the various trade policy priorities from a market access perspective the government will be pursuing over the course of the next year.
