1. Member States shall inspect, in accordance with their national authorities and legislation and consistent with international law, in particular the law of the sea and relevant international civil aviation agreements, all cargo to and from Iran in their territories, including seaports and airports, if they have information that provides reasonable grounds to believe that the cargo contains items the supply, sale, transfer or export of which is prohibited under this Decision.

Les États membres, en accord avec leurs autorités nationales et conformément à leur législation nationale, dans le respect du droit international, en particulier le droit de la mer et les accords pertinents dans le domaine de l'aviation civile internationale, font inspecter sur leur territoire, y compris dans leurs ports maritimes et aéroports, toute cargaison à destination ou en provenance de l'Iran, s'ils disposent d'informations donnant des motifs raisonnables de penser que cette cargaison contient des articles dont la fourniture, la vente, le transfert ou l'exportation sont interdits par la présente décision.

(14) Whereas a patent for invention does not authorise the holder to implement that invention, but merely entitles him to prohibit third parties from exploiting it for industrial and commercial purposes; whereas, consequently, substantive patent law cannot serve to replace or render superfluous national, European or international law which may impose restrictions or prohibitions or which concerns the monitoring of research and of the use or commercialisation of its results, notably from the point of view of the requirements of public health, safety, environmental protection, animal welfare, the preservation of genetic diversity and compliance with certain ethical standards;
