Expresses its deep concern at the recent clashes on the Israeli-Gaza border which have caused the death of 18 Palestinians including 4 children and injured several dozens from both sides; calls on all the parties to immediately stop all military operations and acts of retaliation and to uphold their obligations under international law notably towards civilians; reiterates its call for the immediately, sustained and unconditional lifting of the blockade of the Gaza Strip and for steps allowing for the reconstruction and economic recovery of this area; calls also, by recognising Israel’s legitimate security needs, for an effective control mechanism preventing the smuggling of arms into Gaza;

This Directive respects the fundamental rights and observes the principles recognised by Article 6 of the TEU and in the Charter, notably Title VI thereof, by international law and international agreements to which the Union or all the Member States are party, including the European Convention for the Protection of Human Rights and Fundamental Freedoms, and in Member States' constitutions in their respective fields of application.

Recalls Article 2 of the EU-Israel Association Agreement, and calls on Israel to comply with international human rights and humanitarian law, with special regard to provisions relative to the protection of civilians living under occupation; expresses its strong belief that the upgrading of EU-Israel relations should be consistent with and linked to Israel's abiding by its obligations under international law, notably as regards international human rights and humanitarian law;
