In particular, it has proven to be relevant and efficient for the Commission to have the possibility of deciding on transfers of unused appropriations in cases of international humanitarian disasters and crises.

In duly substantiated exceptional cases of international humanitarian disasters and crises, occurring after 15 December of the budgetary year, the Commission may transfer unused budgetary appropriations for the current budgetary year still available in the budget titles falling under heading 4 of the multiannual financial framework to the budget titles concerning the crisis management aid and humanitarian aid operations.

In order to accelerate the mobilisation of funds in exceptional cases of international humanitarian disasters and crises occurring at the end of the budgetary year, the Commission should be allowed to autonomously transfer unused budgetary appropriations available under the relevant heading of the multiannual financial framework to the budget titles concerned.
Afin d'accélérer la mobilisation de fonds dans des cas exceptionnels de catastrophes et de crises humanitaires internationales survenant à la fin de l'exercice budgétaire, la Commission devrait être habilitée à procéder de façon autonome au virement de crédits inutilisés de l'exercice budgétaire en cours et toujours disponibles dans les titres du budget relevant de la rubrique concernée du cadre financier pluriannuel vers les titres du budget concernés.

- launch a study on global logistical capacity for disaster response, ensuring close linkage with relevant work in the area of international humanitarian aid, and with the identification of gaps in disaster response resources in the area of European civil protection. Where needed, efforts will be made to address existing gaps, so as to come up with protocols for contingency planning at EU level, using the most appropriate tools, and to establish standard operating procedures for the Commission response to disasters inside and outside the EU; this kind of improved planning would facilitate rapid engagement while allowing for adjustments to be made during acute phases of an emergency;
- lancent une étude sur les capacités logistiques mondiales de réaction en cas de catastrophe, en veillant à établir un lien étroit avec les travaux entrepris dans le domaine de l’aide humanitaire ainsi qu’avec l’identification des lacunes dans les ressources affectées à la réaction en cas de catastrophe dans le domaine de la protection civile européenne; le cas échéant, des efforts seront consentis pour combler les lacunes existantes de sorte à proposer des protocoles pour la planification des mesures d’urgence au niveau européen, en utilisant les outils les plus appropriés, ainsi que des procédures de fonctionnement standard qui régiront l’intervention de la Commission en cas de catastrophe à l’intérieur et à l’extérieur de l’UE; ce type de planification améliorée permettrait d’intervenir rapidement, mais aussi de procéder à des ajustements au cours des phases aiguës d’une situation d’urgence;

2. Humanitarian and emergency assistance shall be granted exclusively according to the needs and interests of victims of disasters and in line with the principles of international humanitarian law. In particular, there shall be no discrimination between victims on grounds of race, ethnic origin, religion, gender, age, nationality or political affiliation and free access to and protection of victims shall be guaranteed as well as the security of humanitarian personnel and equipment.
2. L'aide humanitaire et l'aide d'urgence sont exclusivement octroyées en fonction des besoins et des intérêts des victimes de catastrophes et en conformité avec les principes du droit international humanitaire, à savoir notamment, l'interdiction de toute discrimination entre les victimes fondée sur la race, l'origine ethnique, la religion, le sexe, l'âge, la nationalité ou l'affiliation politique; le libre accès aux victimes et la protection des victimes doivent être garantis de même que la sécurité du personnel et de l'équipement humanitaires.
