Strongly deplores the failure of the UNSC to give an adequate response to the increasing use of indiscriminate violence due to the opposition of the Russian Federation and China and urges both countries to uphold their responsibilities under international law; calls once again on the HR/VP to make clear to the Russian Federation and China on the serious consequences should the support to President Bashar al-Assad continues; endorses once again the calls of the UN High Commissioner on Human Rights to refer the situation in Syria to the International Criminal Court and calls on the EU Foreign Ministers to support that call;
7. déplore profondément l'impuissance du Conseil de sécurité à donner une réponse adéquate à l'usage accru de violences indiscriminées, du fait de l'opposition de la Russie et de la Chine; invite instamment les deux pays à assumer leurs responsabilités au regard du droit international; prie une nouvelle fois la haute représentante de signifier à la Russie et à la Chine les graves conséquences qu'aurait la poursuite d'un soutien au président Assad; appuie une fois encore les appels du Haut Commissaire aux droits de l'homme à saisir la Cour pénale internationale de la situation en Syrie et invite les ministres des affaires étrangères de l'Union européenne à soutenir ces appels;

Recalls the progress China has made in developing and introducing its own standards, and encourages all forms of cooperation between China and the EU in international negotiations on standards; takes the view that, as the world’s largest market, the EU must also continue to be the world leader in terms of developing standards, in particular in strategic areas; calls, therefore, for all goods in circulation on the internal market strictly to comply with social, environmental and health protection standards; calls on the Member States to strengthen market surveillance mechanisms in order to ensure that only goods that meet EU standards are allowed into the internal market; calls on the Commission to assess whether a common EU approach on market surveillance would be an appropriate means of bolstering the current monitoring provisions;
13. rappelle les progrès réalisés par la Chine dans l'élaboration et la mise en œuvre de ses propres normes et encourage en ce sens toute coopération Chine-Union dans les négociations internationales sur les normes; considère qu'en tant que premier marché mondial, l'Union doit aussi rester le premier producteur de normes à l'échelle de la planète, en particulier dans les domaines stratégiques; demande donc que tous les biens en circulation sur le marché intérieur respectent strictement les normes de protection sociale, environnementale et sanitaire; invite les États membres à renforcer les mécanismes de surveillance du marché afin que seuls les biens conformes aux normes de l'Union soient autorisés sur le marché intérieur; demande à la Commission d'évaluer si une approche européenne commune de la surveillance des marchés serait un moyen approprié de renforcer les mesures de contrôle actuellement en vigueur;

Welcomes the proposal to review the Small Business Act in order to link it closely with the 2020 Strategy and calls on the Commission to take proper account of SMEs’ and micro-businesses’ crucial role in Europe; calls on the Commission to accelerate high-speed broadband links in EU regions in order to ensure maximum participation of SMEs in an increasingly digitised internal market; calls for an SME-friendly, quality-oriented and flexible EU patent system that encourages technological innovation and the emergence of new business models; welcomes the proposal to adopt an action plan for SMEs’ access to capital markets, such as Eurobonds, and calls for the promotion of innovative financing mechanisms aimed at innovative SMEs; welcomes the Commission’s plans to modernise the EU’s value-added tax system, with particular regard to the simplification of the rules concerning SMEs and the reduction of compliance costs; stresses the importance of implementing the proposals of the High-Level Group on Burden Reduction;

Notes the importance of skilled and trained entrepreneurs in facing the challenges of international business; calls therefore on the Commission and the Member States to increase the provision of training programmes for entrepreneurs on the globalised business environment (such as the Enterprise Europe Network or "Gateway to China" scheme); calls for increased cooperation between SMEs and universities in order to improve research and innovation; calls on the Commission to consider the creation of a special EU exchange programme for young entrepreneurs based on the Erasmus / Leonardo da Vinci programmes;

Believes that the nuclear non-proliferation regime under the Non-Proliferation Treaty (NPT) is in serious danger and calls on the Council and particularly the two Member States possessing nuclear weapons to bring forward a European initiative on the implementation of the disarmament obligations contained in Article VI of the NPT with regard, in particular, to the 2010 NPT review conference; strongly opposes the production and dissemination of WMD, which threatens to become a reality in an increasing number of countries due to the impossibility of clearly separating the use of nuclear technology for energy purposes and its use for weapons production; cites in this context, in particular, the uncertainties as to the goals of Iran's nuclear programme; calls on Iran to be actively transparent in its relations with the International Atomic Energy Agency (IAEA) and to seek to rebuild trust with the international community; calls on the members of the UN Security Council to refer the Iran issue back to the IAEA and to start negotiations without preconditions; calls on the Member States to ban all exports of nuclear technology to any country that has not ratified the additional protocols to the NPT;

In this respect, the Communication of the Commission entitled "Accounting Harmonisation: A New Strategy vis-à-vis International Harmonisation" called for the European Union to work to maintain consistency between Community Accounting Directives and developments in international accounting standard setting, in particular within the International Accounting Standards Committee (IASC).
