EU Commissioner for Transport Violeta Bulc said, "This unprecedented agreement opens a new chapter in international aviation, where sustainability finally becomes part of the way we fly. Europe has been continuously advocating global and coordinated action to address the growth of aviation emissions which was otherwise set to reach 300% by 2050.

The Parties recognise the importance of protecting the environment when developing and implementing international aviation policy, carefully weighing the costs and benefits of measures to protect the environment in developing such policy, and, where appropriate, jointly advancing effective global solutions.

The EU’s internal market is the main instrument for achieving a vibrant transport industry which brings growth and jobs. As the aviation sector and other sectors such as telecommunications have shown, the process of liberalisation of the internal market stimulates innovation and investment to bring better service at a lower cost. The same success can be achieved throughout the transport sector. The aim is not only to create an internal market in legal terms but also to work together with users and providers to help to make it an industrial reality. This involves enforcing the common rules and supplementing, adjusting or simplifying them for all modes where necessary on the basis of observation and experience. The internal market framework needs to enable integration between modes in order to optimise the functioning of the transport network.
Le marché intérieur de l’UE est le principal instrument disponible pour créer un secteur des transports florissant, porteur de croissance et d’emploi. Comme en témoignent le secteur de l’aviation et d’autres secteurs tels que celui des télécommunications, le processus de libéralisation du marché intérieur stimule l’innovation et l’investissement pour fournir un meilleur service à un moindre coût. The Commission reported to ministers on the Union's preparations for the meeting of the Council of the International Civil Aviation Organisation (ICAO) to be held from 29 October to 16 November in Montreal, where the issue of measures to tackle greenhouse gas emissions from international aviation will be discussed (15449/12).

In addition, third-country aircraft operated into, within or out of the territory where the Treaty applies should be subject to appropriate oversight at Community level within the limits set by the Convention on International Civil Aviation, signed in Chicago on 7 December 1944 (the Chicago Convention), to which all Member States are parties.
