A study by the Commission in 2006[24] examining the various laws regulating on-line and off-line gambling services'[25] and their impact upon the smooth functioning of the Internal Market for these and associated services presented a picture of a very fragmented Internal Market where Member States frequently imposed restrictions to cross-border gambling services.

The total annual costs of the Agency are estimated at approximately € 6-7 million per year, of which € 5 million for staff expenditure (taking as the average per person the cost of European Commission staff, i.e. € 0.117 million per year, which includes expenditures associated with buildings and related administrative expenditures), € 1 million operational costs (meetings, studies, as well as translation, publication and public relations costs) and the rest for capital expenditures (relating to the acquisition of movable property and associated expenditure) and mission expenditures.

The examination of these options in the context of a common asylum procedure requires prior consideration of a number of questions: role of the authorities in the Member States, diplomatic missions in regions of origin, Community institutions and the HCR, resultant costs and investments, conditions for examination of requests, choice of regions or countries of origin, scope in terms of protection (confined to refugees within the meaning of the Geneva Convention or extension to persons needing another form of international protection), quotas and distribution over the Member States, relationship with requests made in the context of the resettlement programme and spontaneous requests made in a Member State of the European Union, etc. The Commission will conduct feasibility studies.
L'examen de ces options dans le contexte d'une procédure commune d'asile requiert que soient étudiées plusieurs questions : rôles des instances dans les Etats membres, des missions diplomatiques dans les régions d'origine, des institutions communautaires et du HCR, coûts et investissements engendrés, conditions d'examen des demandes, choix des régions ou pays d'origine, champ d'application en matière de protection (seulement réfugiés au sens de la Convention de Genève ou également personnes ayant un autre besoin de protection internationale), quotas et répartition entre Etats membres, relation entre les demandes faites dans le cadre du programme de réinstallation et demandes « spontanées » dans un Etat membre de l'Union européenne, etc.La Commission conduira des études de faisabilité.
