While the World Anti Doping Code (the Code) focuses on the fight against doping in international and national elite sports, the Code also states that some National Anti Doping Organisations (NADOs) may elect to test and apply anti-doping rules to recreational-level or masters competitors, but that the NADOs are not required to apply all aspects of the Code to such persons and instead can establish specific national rules for doping control for non-international-level or non-national-level competitors without being in conflict with the Code

In this context, the Commission, following the opinion adopted in April 2009 by the ‘Article 29 Working Party’ set up under Directive 95/46/EC on Personal Data Protection, has asked the World Anti-Doping Agency (WADA) to revise the relevant International Standard for the Protection of Privacy and Personal Information.

Now that everyone acknowledges that doping takes place everywhere and now that we have put controls in place in conjunction with the International Olympic Committee and WADA, the World Anti-doping Agency, we are, of course, catching people who take drugs and that is a good thing. The more people we catch, the fewer people there will be who will risk taking drugs and the more we will be sending out the positive message that ‘you cannot get away with doping’ and that an extremely fierce battle is now being organised against this scourge that is killing sport.

16. Urges the Commission to make full use of its powers under Article 12 of Council Directive 92/27/EEC to explore the feasibility of placing on the packaging of pharmaceutical products a standard "traffic-light" logo aimed at sportsmen and women and accompanied by the five Olympic rings, which would indicate at a glance whether a particular product would definitely/might/definitely not lead to a sportsman or woman testing positive in an anti-doping test;
