Today's Agreement ensures that rather than assessing whether international agreements comply with EU law after they are signed, Member States will now do so in advance.

In order to ensure the correct application of the rules set out in this Regulation and to make such notifications fast, efficient, accurate, cost-effective and compatible with the protection of personal data, the power to adopt certain acts should be delegated to the Commission in respect of establishing the necessary measures regarding notifications to be made by Member States to the Commission or for the purpose of checking, controlling, monitoring, evaluating and auditing direct payments and for complying with requirements laid down in international agreements, including notification requirements under those agreements and in respect of further rules on the nature and type of the information to be notified, the categories of data to be processed and maximum period of retention, the access rights to the information or information systems and the conditions of publication of the information.

(b) the subject of a certificate issued by a foreign certification body that is designated under an international agreement, convention or treaty to which Canada is a party and that is recognized by Canada under that agreement, convention or treaty as competent to certify equipment, to the effect that the equipment complies with the applicable standards; or

I'd like to focus on what you just finished with, David, when you talked about the process of trying to get the evaluation of compliance when it comes not only to the international level, taking in all the other countries and seeing if in fact the international agreement can be ratified on a unilateral basis, but also domestically to raise the issue of trying to evaluate our own circumstances and being able to see whether we can in fact comply with an agreement that we signed internationally.
