B. whereas, in her statement of 19 January 2014, Vice-President / High Representative Catherine Ashton congratulated the Egyptian people and authorities for organising the vote in a largely orderly manner and said that alleged irregularities did not appear to have fundamentally affected the outcome; whereas, according to the Egyptian Ministry of the Interior, 10 people died, many were injured and 444 were arrested in events related to the referendum; whereas various domestic and international actors voiced concerns about procedural irregularities during the vote, the crackdown on those who had been campaigning against the draft constitution, and the one-sided public debate ahead of the referendum;
B. considérant que, dans sa déclaration du 19 janvier 2014, la vice-présidente / haute représentante, Catherine Ashton, a félicité les autorités et le peuple égyptiens pour l'organisation du scrutin d'une manière globalement ordonnée en faisant valoir que les allégations d'irrégularités n'en avaient manifestement pas fondamentalement influencé le résultat; considérant que, selon le ministère de l'intérieur, dix personnes ont perdu la vie, bien d'autres ont été blessées et 444 personnes ont été arrêtées au cours d'événements en marge du référendum; considérant que divers acteurs nationaux et internationaux ont fait part de leurs inquiétudes quant aux irrégularités de procédure lors du vote, à la répression à l'égard des personnes qui avaient fait campagne contre le projet de constitution, et au débat public partial ayant eu lieu avant la tenue du référendum;

2. Believes that the enhanced status of the EU within the UN should pave the way for closer cohesion and cooperation; calls on the Member States, in order to make it possible to lend greater weight to the role of the Union in foreign policy, positioning the EU as a single international actor so as to improve its internal coordination in that area, to agree in advance on a common position on all relevant issues, and to consider ways to provide all necessary tools for achieving a truly common Foreign Affairs and Security Policy; recalls that the post of High Representative for Foreign Affairs and Security Policy was introduced, pursuant to Article 18 TEU, with the aim of enabling the Union to speak with one voice in international forums, and not least in the UN, and that therefore the High Representative should be given the opportunity to perform her role in full, as the EU’s principal external representative;
2. estime que le renforcement du statut de l'Union au sein de l'ONU devrait ouvrir la voie à une cohésion et une coopération plus étroites; invite les États membres, en vue de donner un plus grand poids au rôle de l'Union en politique étrangère, qui fasse de l'Union un acteur international unique pour améliorer sa coordination interne dans ce domaine, à s'entendre préalablement sur une position commune à l'égard de toutes les questions pertinentes et à examiner les possibilités de fournir tous les outils nécessaires pour parvenir à à une politique étrangère et de sécurité commune; rappelle que la fonction de Haut Représentant pour les affaires étrangères et la politique de sécurité a été instaurée, conformément à l'article 18 du traité UE, pour que l'Union puisse parler d'une seule voix dans le cadre des relations internationales, et en particulier à l'ONU, et que par conséquent le Haut représentant doit avoir la possibilité de jouer pleinement son rôle en tant que principal représentant extérieur de l'Union;

5. Takes the view that EU Member States should increasingly consider and rely on the EU as a multiplier of power in achieving the objectives they cannot achieve independently, and that speaking with one EU voice not only increases the chances of success but also improves the legitimacy and credibility of the EU as an important international actor in the emerging interpolar world;

Ongoing integration processes, the increasingly important role of Africa's regional organisations (RECs) and the emergence of the AU as a central international actor and unified political voice for Africa has been crucial, not only for Africa, but also for the EU-Africa partnership.
