10. Notes that in its communication and in the proposal for a directive amending Directive 1999/62/EC (the Eurovignette Directive), the Commission explicitly takes account of the "polluter pays" principle laid down in Article 175(5) of the Treaty; calls on the Commission, however, in further steps with regard to the internalisation of external costs, to take account of all forms of internalisation of external costs which already exist, such as oil taxes and road tolls;
10. constate que dans sa communication et dans la proposition de directive modifiant la directive 1999/62/CE (directive 'Eurovignette'), la Commission tient explicitement compte du principe du pollueur-payeur visé à l'article 175, paragraphe 5, du traité CE; invite cependant la Commission à tenir compte, dans le contexte des nouvelles mesures en matière d'internalisation des coûts externes, de toutes les formes d'internalisation des coûts externes qui existent déjà, comme les taxes sur les huiles minérales, et les redevances d'utilisation des infrastructures routières;

Notes that in its communication on the strategy for the internalisation of external costs, the Commission has failed to fulfil the obligation imposed on it by the Parliament and the Council, under the Article 11 of the amended Eurovignette Directive, since it has not – by its own admission – devised and put forward a generally applicable, transparent, and comprehensible model for the assessment of external costs as a whole, given that it has not analysed the impact on every mode of transport and, at the practical level, has produced only for heavy goods vehicles a first step for a strategy for the stepwise implementation of the model for all modes of transport;

14. Notes that the Commission is behaving inconsistently on several counts in that, on the one hand, it maintains that the internalisation of external costs should also apply to cars, but does not even supply related calculations, preferring instead to maintain the freedom of the Member States to charge passenger cars as they see fit therefore asks the Commission to publish a methodology for internalising the external costs of individual vehicles in order to provide the Member States with guidelines in compliance with the principle of subsidiarity;
14. constate que la Commission est, à différentes reprises, contradictoire, en ce sens que, d'une part, elle juge opportun d'internaliser les coûts externes pour les voitures particulières également, sans présenter certes à aucun moment des calculs, préférant laisser toute latitude en la matière aux États membres pour prélever des taxes sur les voitures particulières, comme ils le jugent approprié; invite dès lors la Commission à publier une méthodologie pour l’internalisation des coûts externes des véhicules individuels afin de donner des lignes directrices aux États membres, dans le respect du principe de subsidiarité;

B. whereas, as far as greening transport is concerned, the Commission has put forward a number of suggestions aimed at combating climate change, a communication on the internalisation of external costs for all modes of transport, a communication on rail noise abatement, and one specific legislative proposal revising the tolls applicable to heavy goods vehicles,

RECALLING its conclusions on the state of liberalisation of the electricity market and its strategy for integrating environmental aspects and sustainable development into energy policy - both adopted on 2 December 1999, STRESSES the need to remove obstacles to the achievement of the internal electricity and gas markets to the benefit of consumers and the competitiveness of European industries and, in line with this strategy, to internalise the external costs and environmental benefits in order to maintain a high level of environmental protection;

3. Sustainable development Improving competitiveness and protecting the environment are not necessarily in conflict. The Fifth Action Programme for sustainable development takes the view that internalisation of external costs and benefits could offer the best and most efficient way of integrating environmental concerns since it has the advantage that it is working with the market rather than against it.
