This implies inter alia the obligation for Italy and Greece to indicate to the other Member States when the applicant to be relocated is an unaccompanied minor and, together with the Member State who manifested an interest in relocating that minor, to ensure that before relocation takes place, a best interests of the child assessment is carried out, in line with General Comment No 14 (2013) of the UN Committee on the rights of the child to have his or her best interests taken as primary considerationThe proposal also recalls the consequences of the secondary movements of the applicants for or beneficiaries of international protection which were part of the relocation scheme based on the currently applicable EU law, i.e. where they enter without authorisation into the territory of another Member State than the responsible one (in this case, the Member State of relocation).
L’Italie et la Grèce sont de ce fait tenues, entre autres, d'indiquer aux autres États membres si le demandeur à relocaliser est un mineur non accompagné et de leur communiquer le nom de l’État membre s'étant manifesté pour prendre en charge ce mineur, de manière à s’assurer, avant la relocalisation, qu’une évaluation de l’intérêt supérieur de l’enfant a bien été effectuée, conformément à l’observation générale n° 14 (2013) du comité des droits de l'enfant des Nations unies sur le droit de l’enfant à ce que son intérêt supérieur soit une considération primordiale. En outre, la proposition rappelle les conséquences des mouvements secondaires des demandeurs ou bénéficiaires d’une protection internationale dans le cadre du régime de relocalisation fondé sur la législation européenne en vigueur, c’est-à-dire lorsqu'ils entrent sans autorisation sur le territoire d’un État membre autre celui qui est responsable de l'examen de leur demande (en l’occurrence, l’État membre de relocalisation).

In line with the Union acquis, a robust mechanism of identification, registration and fingerprinting for the relocation procedure should be ensured by Italy and Greece so as to quickly identify the persons in need of international protection who are eligible for relocation and to identify the migrants who do not qualify for international protection and should therefore be returned.

International relocations of EU jobs to low cost countries have also been limited in most manufacturing sectors, although these can have painful consequences on a local or individual sectoral basis, especially on lower skilled workers that should be helped to cope with the consequences of industrial restructuring.
