IN-CONTEXT TRANSLATIONS

143.Notes that a number of regions are affected by their peripheral location and that the lack of adequate and well connected infrastructure affects their capacity to be competitive within the internal market and outside the Union; notes that this is particularly important for certain areas in Europe’s south but that others, such as the east and Europe’s north – where a large share of the Union’s natural resources are situated – also need to be better connected to the rest of the Union; calls on the Commission to promote full European infrastructure integration, especially for the southern economies, in particular in rail, energy and ICT, and stresses the need to gear the Connecting Europe facility to this effect; calls on the European institutions and Member States to guarantee adequate levels of funding and simplified bureaucratic procedures to enhance PPP, project financing and project bonds; deplores the fact that the Iberian Peninsula is not fully integrated in the European rail market and that, together with parts of Southern and Eastern Europe, it is not integrated in the European energy market;

Here too, it should above all be stressed that the first objective of this directive will be, through harmonisation, to remove any obstacles to the liberalisation of international rail passenger services which might derive from different rules on professional requirements in the sector within each country.

The Commission stresses the contrasts between regional, national and international rail traffic and wishes to take these diverse segments into account by combining two models for opening up to competition:

Recognises, finally, that ERTMS can make an important contribution to the efficiency and attractiveness of European rail transport, particularly long-distance goods transport; stresses, however, that a number of harmonisation initiatives could be taken in addition to ERTMS which would lead to more efficient international rail travel in the relatively short term; calls for the European ERTMS coordinator and the future TEN Agency also to study the possibilities of harmonising, for example, train length, burden per axle, load capacity, etc; considers that these projects would have a relatively limited financial impact but quite a significant outcome in terms of efficiency;
32. reconnaît, enfin, que l'ERTMS peut apporter une contribution importante à l'efficacité et à l'attractivité du transport ferroviaire européen, notamment du transport de marchandises longue distance; souligne néanmoins qu'outre l'ERTMS, plusieurs autres initiatives d'harmonisation peuvent être prises pour améliorer à relativement court terme l'efficacité du transport ferroviaire international; invite le coordinateur européen de l'ERTMS et la future Agence RTE à étudier également la possibilité d'harmoniser par exemple la longueur des trains, la charge par essieu ou le gabarit de chargement; estime que l'impact financier de ces projets serait sans doute relativement limité, mais que le résultat, en termes d'efficacité, serait significatif;
