F. whereas the main reasons for the ongoing conflict in Ukraine are unresolved internal problems; whereas state-society relations in Ukraine are very weak; whereas Ukrainian politics is dominated by oligarchs, with oil and gas traders becoming ministers, governors and heads of major Ukrainian institutions; whereas the main state and democratic institutions – the Parliament, the judiciary and the executive branch of government – are not fulfilling their basic functions of proper representation, defence and governance of the interests of Ukrainian society; whereas there is widespread corruption; whereas according to a recent OECD report the inter-regional disparities are large by OECD standards and are continuing to increase; whereas the human development index deteriorated in most Ukrainian regions during the period 2000-2010; whereas sub-national governments tend to depend heavily on central transfers, the allocation of which they find to be both unpredictable and less than transparent; whereas governments and parliaments fuelled the mistrust and hatred that exist between the different parts of the Ukrainian society by adopting controversial decisions on language, history and international relations; whereas none of these problems has been solved by the recent political change;

E. whereas the problems which led to the unrest in Ukraine in 2013 remain unresolved, including corruption, the economic and social crisis, distrust in politics and disillusionment with the political system of Ukraine owing to the continued political influence of the oligarchic structures; whereas the failure of the government and parliament to the fight against corruption has undermined the trust of the people of Ukraine and the international community; whereas the current government has added to those problems the imposition of a neoliberal corporate and nationalistic agenda, with the help of paramilitary groups;
E. considérant que les problèmes à l'origine des troubles en Ukraine en 2013 n'ont pas été résolus, notamment la corruption, la crise économique et sociale, la méfiance à l'égard des politiques et la désillusion face au système politique ukrainien du fait de l'influence constante exercée par les structures oligarchiques; que l'incapacité du gouvernement et du Parlement à lutter contre la corruption a sapé la confiance du peuple ukrainien et de la communauté internationale; que l'actuel gouvernement ukrainien a aggravé ces problèmes en imposant un programme néolibéral, corporatiste et nationaliste, avec l'appui des groupes paramilitaires;

J. whereas, by reason of their international nature, child exploitation and child sexual exploitation online, which span hundreds of countries and their legal jurisdictions and law enforcement agencies, constitute an international problem which requires an international solution; whereas concerns must be raised over human traffickers using children without a legal identity, who are ‘invisible’ to the authorities, for sexual abuse online;
J. considérant qu'en raison de leur dimension internationale, l'exploitation des enfants et l'exploitation sexuelle des enfants en ligne, qui concernent des centaines de pays, leurs juridictions et leurs services répressifs, constituent un problème international qui exige une solution internationale; qu'il y a lieu de s'inquiéter du fait que les trafiquants d'êtres humains exploitent, à des fins d'abus sexuels en ligne, des enfants qui n'ont pas d'identité juridique et qui n'«existent pas» aux yeux des autorités;

M. whereas all Member States need to improve their performance and competitiveness, and a real challenge is posed to the eurozone at the moment by the growing socio-economic divergences between Member States; whereas unemployment and social problems may spill over to other Member States through internal trade, with the erosion of human capital resulting in a deterioration in long-term international competitiveness; whereas it is in the interest of all Member States to ensure that employment and social challenges are addressed in a timely and effective manner to avoid an economic deterioration;
M. considérant que tous les États membres doivent améliorer leur performance et leur compétitivité et que la zone euro est confrontée actuellement à un véritable défi, en raison de l'augmentation des différences socio-économiques entre les États membres; considérant que les graves problèmes sociaux et de chômage sont susceptibles de se propager à d'autres États membres par le jeu des échanges commerciaux internes, avec l'érosion du capital humain débouchant sur une détérioration de la compétitivité internationale à long terme; considérant qu'il est dans l'intérêt de tous les États membres de faire en sorte que les problèmes en matière d'emploi et d'affaires sociales soient résolus, de manière efficace et en temps utile, afin d'éviter une détérioration de l'économie;

G. whereas, following the signing of the Dayton Agreement, with international assistance more than one million civilians returned, but an estimated 620 000 refugees and internally displaced persons throughout the Balkans, mostly of Serbian origin, are still waiting to go home; whereas the economic situation is a serious obstacle to the final solution of the problem; whereas foreign aid has been sharply reduced,

(21) Whereas sulphur emissions from shipping due to the combustion of bunker fuels with a high sulphur content contribute to sulphur dioxide pollution and problems of acidification; whereas the Community will be advocating more effective protection of areas sensitive to SOx emissions and a reduction in the normal limit value for bunker fuel oil (from the present 4,5 %) at the continuing and future negotiations on the MARPOL Convention within the International Maritime Organisation (IMO); whereas the Community initiatives to have the North Sea/Channel declared a special low SOx emission control area should be continued;
(21) considérant que les émissions de soufre provenant des transports maritimes et dues à la combustion de fiouls de soute présentant une teneur élevée en soufre contribuent à la pollution par le dioxyde de soufre et aux problèmes d'acidification; que, lors des négociations en cours et futures sur la convention MARPOL dans le cadre de l'Organisation maritime internationale (OMI), la Communauté préconisera une protection plus efficace des régions particulièrement vulnérables aux émissions de SOx, ainsi qu'un abaissement de la valeur généralement fixée pour le fioul de soute (actuellement de 4,5 %); qu'il convient de poursuivre les initiatives communautaires visant à obtenir que la mer du Nord/la Manche soient déclarées zone spéciale de réduction des émissions de SOx;

Whereas a programme of action of the European Communities on the environment was adopted by the declaration of 22 November 1973 (3), and supplemented by the resolution of 17 May 1977 (4) ; whereas the aim of an environment policy in the Community, as defined in these acts, is to improve the setting and quality of life and the surroundings and living conditions of the peoples of the Community ; whereas to this end it is, in particular, necessary to ensure the sound management of resources and of the natural environment and avoid any exploitation of them which causes significant damage to the ecological balance ; whereas, further, common solutions to environment problems with States outside the Community should be sought, particularly in international organizations;
considérant qu'un programme d'action des Communautés européennes en matière d'environnement a été arrêté par la déclaration du 22 novembre 1973 (3) et complété par la résolution du 17 mai 1977 (4) ; que l'objectif d'une politique de l'environnement dans la Communauté, tel que défini dans ces actes, est l'amélioration de la qualité et du cadre de vie, du milieu ambiant et des conditions de vie des peuples de la Communauté ; que, à cet effet, il est notamment nécessaire de veiller à la bonne gestion des ressources et du milieu naturel et d'éviter toute exploitation de ceux-ci entraînant des dommages sensibles à l'équilibre écologique ; qu'il y a lieu en outre de rechercher, avec les États situés en dehors de la Communauté, des solutions communes aux problèmes d'environnement dans le cadre notamment des organisations internationales;
