A. whereas, as a consequence of persistent conflicts, regional instability and human rights violations, an unprecedented number of people are seeking protection in the EU; whereas the number of asylum applications concerning children has increased by 75 % since last year; whereas the summer period has demonstrated once again that migration is not a temporary issue and that the surge in refugee numbers looks set to continue, highlighting once more the urgent need to do everything possible to save the lives of people who are fleeing their countries and are in danger, and the fact that the Member States should abide by their international obligations, including rescue obligations at sea;

B. whereas according to the International Organisation for Migration at least 20 000 people have died at sea since 1993, pointing once more to the urgent need to review the EU’s approach to migration and asylum policy so as to do everything possible to save the lives of people in danger, and to the need for Member States to fulfil their international sea rescue obligations;

Since over half of migrants are women, calls for the specific needs of migrant women to be taken into account when a general policy on international migration is drawn up and implemented; the gender aspect should be specifically incorporated at all stages of the migration process and particular importance should be attached to women in integration policies;

(11) Since the objectives of the action to be taken with a view to establishing common rules for the collection and compilation of Community statistics on migration and international protection cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale of the action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(11) Étant donné que les objectifs de l’action à prendre en vue d’établir des règles communes pour la collecte et l’établissement de statistiques communautaires sur la migration et la protection internationale ne peuvent être atteints de façon appropriée par les États membres et que, vue l’ampleur de l’action, ils seront donc mieux réalisés au niveau communautaire, la Communauté peut adopter des mesures conformément au principe de subsidiarité prévu à l’article 5 du traité.

Since the adoption in December 2005 of the European Consensus on Development, the Commission has increasingly focused on the contribution that policies beyond development – such as trade, agriculture, environment, security, migration, the social dimension of globalisation, employment and decent work, and international scientific co-operation, including health research - can make to achieving the Millennium Development Goals (MDGs).
