Calls on the Commission and the Member States, with regard to the internal gas market, to review all gas contracts based on obsolete pricing mechanisms – in particular the oil indexation principle – that impose high prices on the consumers, and urges the Commission to assist in exploring the possibilities of renegotiating these contracts, not only in the context of their prolongation; stresses the need to develop and support all products and mechanisms aimed at strengthening short-term gas trading capacities; underlines that the aforementioned measures are crucial for ensuring real competitiveness when it comes to the price of supplying gas to all consumers on the internal gas market.

For a well functioning internal gas market it is essential that measures taken to safeguard the security of gas supply do not unduly distort competition or the effective functioning of the internal gas market.
Pour le bon fonctionnement du marché intérieur du gaz, il est indispensable que les mesures prises pour préserver la sécurité de l’approvisionnement ne faussent pas indûment la concurrence ou le fonctionnement efficace du marché intérieur du gaz.

It is essential in the interests of a well-functioning gas market that the necessary investments in indigenous production and infrastructures, such as interconnections, in particular those providing access to the gas network of the Union, equipment allowing physical bi-directional gas flows on pipelines as well as storage and LNG re-gasification facilities, be made by natural gas undertakings in good time, bearing in mind possible supply disruptions such as the one that occurred in January 2009. When forecasting the financial needs for gas infrastructure in relation to Union instruments, the Commission should give, as appropriate, priority to the infrastructure projects which support the integration of the internal gas market and security of gas supply.
Il est essentiel, dans l’intérêt du bon fonctionnement du marché du gaz, que les investissements nécessaires dans la production intérieure et les infrastructures, comme les interconnexions, notamment celles qui donnent accès au réseau de gaz de l’Union, les installations permettant les flux physiques bidirectionnels de gaz dans les gazoducs ainsi que le stockage et les installations de regazéification du GNL, soient réalisés en temps utile par les entreprises de gaz naturel, compte tenu du risque de ruptures d’approvisionnement comme celle de janvier 2009. 3. Recognises that the application of further unbundling measures for the gas sector is not straightforward; therefore urges the development of specific solutions to enable the completion of the internal gas market, taking into account the differences between the upstream and downstream markets;

In the directives on the internal electricity market [46] and the internal gas market [47] adopted jointly by the European Parliament and the Council, respectively Article 3(2) provides that having full regard of the relevant EC Treaty provisions, in particular Article 86, Member States may impose on undertaking in the electricity sector/natural gas sector, in the general economic interest, public service obligations which may relate to security (including security of supply), regularity, quality and price of supplies, and to environmental protection.
