The creation of a Single Market for services – an area without internal frontiers in which the free movement of services is ensured – has been one of the cornerstones of the European project from its origin.

B. whereas mutual trust among the Member States and the confidence of all EU citizens and national authorities in the legal systems of all other Member States, especially as regards the functioning of the rule of law, is particularly vital for the further development of the EU into an area of freedom, security and justice without internal frontiers; whereas the rule of law is a prerequisite for upholding all rights and obligations deriving from the Treaties and from international law;
B. considérant que la confiance mutuelle entre les États membres et la confiance de tous les citoyens de l'Union européenne et des autorités nationales dans les systèmes juridiques de tous les autres États membres, en particulier en ce qui concerne le fonctionnement de l'état de droit, sont particulièrement cruciaux pour le développement de l'Union européenne dans un espace de liberté, de sécurité et de justice sans frontières intérieures; considérant que l'état de droit est une condition indispensable au respect de tous les droits et obligations découlant des traités et du droit international;

(2) In order to enable citizens of the Union, economic operators and regional and local authorities to benefit to the full from the advantages deriving from the establishing of an area without internal frontiers and to attain the objective of territorial cohesion , it is appropriate, in particular, to improve the interlinking and interoperability of the national rail networks as well as access thereto, including for passengers with disabilities, implementing any measures that may prove necessary in the field of technical standardisation.
(2) Pour permettre aux citoyens de l'Union, aux opérateurs économiques, ainsi qu'aux collectivités régionales et locales de bénéficier pleinement des avantages découlant de la mise en place d'un espace sans frontières intérieures, ainsi que d'atteindre l'objectif de la cohésion territoriale , il y a lieu, notamment, de favoriser l'interconnexion et l'interopérabilité des réseaux ferroviaires nationaux ainsi que l'accès à ces réseaux, y compris pour les passagers handicapés, en mettant en œuvre toute action qui peut s'avérer nécessaire dans le domaine de l'harmonisation des normes techniques.

Pour permettre aux citoyens de l'Union, aux opérateurs économiques, ainsi qu'aux collectivités régionales et locales de bénéficier pleinement des avantages découlant de la mise en place d'un espace sans frontières intérieures, il y a lieu, notamment, de favoriser l'interconnexion et l'interopérabilité des réseaux ferroviaires nationaux ainsi que l'accès à ces réseaux, en mettant en œuvre toute action qui peut s'avérer nécessaire dans le domaine de l'harmonisation des normes techniques, comme prévu à l'article 155 du traité.

To help achieve the objectives referred to in Articles 26 and 174 and to enable citizens of the Union, economic operators and regional and local communities to derive full benefit from the setting-up of an area without internal frontiers, the Union shall contribute to the establishment and development of trans-European networks in the areas of transport, telecommunications and energy infrastructures.

En vue de contribuer à la réalisation des objectifs visés aux articles 26 et 174 et de permettre aux citoyens de l'Union, aux opérateurs économiques, ainsi qu'aux collectivités régionales et locales, de bénéficier pleinement des avantages découlant de la mise en place d'un espace sans frontières intérieures, l'Union contribue à l'établissement et au développement de réseaux transeuropéens dans les secteurs des infrastructures du transport, des télécommunications et de l'énergie.

These frontiers are known as the 'external frontiers' to distinguish them from the 'internal frontiers' existing between the signatory states.
