Without prejudice to paragraph 1 the Commission shall, before the end of 2001, put forward specific proposals for EU-wide economic instruments, targeted to attain by the year 2010 in the most cost-effective way the emission ceilings laid down in Annex I and interim environmental objectives set out in Article 5.
