The UN General Assembly has recently decided to launch intergovernmental negotiations in 2016 on an implementing agreement to UNCLOS for the conservation and sustainable use of biodiversity in ABNJ (Resolution A/69/L.65 of 19 June 2015).

The EU is committed to playing a constructive role in intergovernmental negotiations throughout 2015 and to contributing to the adoption of a truly transformative agenda.

2. The Depositary shall communicate the text of any preliminary draft Protocol relating to a category of objects prepared by such a working group to all States Parties to this Convention, all member States of the Depositary, member States of the United Nations which are not members of the Depositary and the relevant intergovernmental organisations, and shall invite such States and organisations to participate in intergovernmental negotiations for the completion of a draft Protocol on the basis of such a preliminary draft Protocol.

It will present its proposal to the UN General Assembly in September 2014, and this outcome will then be integrated in the intergovernmental negotiation leading towards a concluding summit to be held in September 2015, where the EU and its Member States will continue to play a key role.
