I believe that a section of our group is being unreasonable in recommending that no such notification is required, on the pretext that if the substances to be applied have prior approval it means they are not harmful.

The further integration of the internal market has led to an increased need for cooperation by economic operators established in different Member States across internal borders and the development of European economic interest groupings (EEIGs), constituted in accordance with Regulation (EEC) No 2137/85 , it should therefore be provided that such EEIGs are also taxable persons where they supply goods or services for consideration.

The economic and social value of the use of frequencies must however not only be assessed in the light of the opportunities for the respective user groups to make profits but is highly dependent on the significance of the services which the user group offers, the number of users of these services and the amount of time during which use is made of them. Therefore there must be a balance between commercial interests and the interests of society, such as research
