In order to ensure the efficient application and management of the crop-specific payment for cotton, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules and conditions for the authorisation of land and varieties for the purposes of the crop-specific payment for cotton; rules on the conditions for the granting of that payment, on the eligibility requirements and the agronomic practices; criteria for the approval of interbranch organisations; obligations for producers; and rules governing the situation where the approved interbranch organisation does not satisfy those criteria.
Afin d'assurer une application et une gestion efficace de l'aide spécifique au coton, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en vue de définir les modalités et conditions d'agrément des terres et variétés aux fins de l'aide spécifique au coton; des règles relatives aux conditions d'octroi de cette aide, aux exigences en matière d'admissibilité et aux pratiques agronomiques; des critères d'agrément des organisations interprofessionnelles; des obligations des producteurs; et des règles applicables lorsque l'organisation interprofessionnelle agréée ne respecte pas ces critères.

Given that the activities of these organisations of an interbranch nature can make a general contribution to the realisation of the objectives of Article 33 of the Treaty, and in particular of those referred to in this Regulation, this Regulation does not call into question the existence and the functioning of this type of organisation in the Member States.
