Calls for an inter-institutional agreement on the principles and working methods governing proposals for future EU substantive criminal law provisions and invites the Commission and the Council to establish an inter-institutional working group in which these institutions and Parliament can draw up such an agreement and discuss general matters, where appropriate consulting independent experts, with a view to ensuring coherence in EU criminal law;

- having regard to the Joint Statement on decentralised agencies and the Common Approach annexed thereto, agreed in June 2012 by the European Parliament, the Council and the Commission, resulting from the work of the Inter-Institutional Working Group on decentralised agencies created in March 2009, and in particular the sections on governance, operation, programming, accountability and transparency of the Common Approach,

In addition, in the context of the discussions of the inter-institutional Working Group on Agencies set up in March 2009, the Commission and Parliament will aim at a common approach on the role and position of decentralised agencies in the Union’s institutional landscape, accompanied by common guidelines for the creation, structure and operation of those agencies, together with funding, budgetary, supervision and management issues.
En outre, dans le cadre des travaux du groupe de travail interinstitutionnel sur les agences institué en mars 2009, la Commission et le Parlement s'efforceront d'adopter une démarche commune sur le rôle et la position des agences décentralisées dans le paysage institutionnel de l'Union, accompagnée d'orientations communes pour la création, la définition des structures et le fonctionnement de ces agences, ainsi qu'en matière de financement, de budget, de surveillance et de gestion.

15. Invites the Bureau and Committee on Budgets to urgently address the Inter-Institutional Working Group on multilingualism in order to prepare a proposal (technical level) in order to make sure that inter-institutional cooperation in this field, especially as concerns the use of any free capacity, is improved; is disappointed, for instance, that the system in place for better sharing of translation between institutions is hardly used at all; expects to see a proposal on where possibilities for improvement exist before the first reading; also takes a keen interest in new technical tools for its translation services and asks for information on their development and the related financial consequences during 2010, including the study of the Euramis translation tool; would welcome, in this study, an assessment of whether this tool could lead to improved interinstitutional cooperation in the field of translation, and also efficiency gains and cost savings that could reduce dependence on external translation services;
15. demande instamment au Bureau et à la commission des budgets d'intervenir d'urgence auprès du groupe de travail interinstitutionnel sur le multilinguisme afin de préparer une proposition (de niveau technique) visant à garantir une amélioration de la coopération interinstitutionnelle dans ce domaine, en particulier en ce qui concerne l'utilisation de toutes les capacités inemployées; déplore par exemple que le système en place favorable à une meilleure répartition de la traduction entre les institutions soit à peine utilisé; espère une proposition indiquant si des possibilités d'amélioration existent avant la première lecture; porte un vif intérêt aux nouveaux instruments techniques concernant les services de traduction et demande des informations sur leur développement et sur leurs implications financières au cours de l'année 2010, y compris l'étude relative à l'outil de traduction Euramis; accueillerait favorablement la présence, dans cette étude, d'une évaluation permettant de dire si cet outil a pu conduire à une amélioration de la coopération interinstitutionnelle dans le domaine de la traduction ainsi qu'à des gains d'efficacité et des économies de coûts qui permettraient de réduire la dépendance vis-à-vis de services externes de traduction;

As the operational cooperation and mutual trust between Member States grows, the Commission believes that it is time to develop an agreed Internal Security Strategy , which should build upon the ongoing inter-institutional work in the area of counter-terrorism and protection of critical infrastructures.
Compte tenu du renforcement de la coopération opérationnelle et de la confiance mutuelle entre les États membres, la Commission estime qu'il est temps d’élaborer une stratégie concertée en matière de sécurité intérieure , sur la base des travaux interinstitutionnels en cours dans le domaine de la lutte contre le terrorisme et de la protection des infrastructures critiques.

Underlines the pivotal role of the European Parliament's external information offices in disseminating information about the Institution in Member States as well as collating public reaction and response; believes that the launching of the public debate on the future of Europe makes this a matter of urgency; notes that the sharing of premises with the Commission, joint implementation of the PRINCE programme and the inter-institutional working party on information facilitate cost-savings which can be used to improve performance; asks to be kept informed of the work of the interinstitutional working group on information;
