All the Inter-institutional Agreements and Joint Declarations dealing with budgetary matters have been consolidated in the new Inter-institutional Agreement in accordance with the recommendations made by the Commission in its report.

In order to facilitate the fight against fraud, corruption and other unlawful activities under Regulation (EC) No 1073/1999, the Agency shall by 16 December 2016 accede to the Inter-institutional Agreement of 25 May 1999 concerning internal investigations by OLAF and adopt the appropriate provisions applicable to all employees of the Agency, using the template set out in the Annex to that Agreement.

The Agency shall accede to the Inter-institutional Agreement of May concerning internal investigations by the European Anti-fraud Office (OLAF) and shall adopt, without delay, the appropriate provisions applicable to all the employees of the Agency using the template set out in the Annex to that Agreement.

Calls for an inter-institutional agreement on the principles and working methods governing proposals for future EU substantive criminal law provisions and invites the Commission and the Council to establish an inter-institutional working group in which these institutions and Parliament can draw up such an agreement and discuss general matters, where appropriate consulting independent experts, with a view to ensuring coherence in EU criminal law;

It therefore has to be made sure that the legislator gives sufficient priority to the need for simplicity, and the implementation of the inter-institutional agreement on better law making (particularly for improving the working methods of the Council and the European parliament for examining proposals for simplification) as well as the application of the inter-institutional agreement on the quality of drafting legislation constitute a sound basis in this respect.[12]
Il faudra ainsi veiller à ce que le législateur accorde une priorité suffisante à l’impératif de simplicité, et la mise en œuvre de l’accord inter institutionnel pour mieux légiférer (notamment l’amélioration des méthodes des travail du Conseil et du Parlement européen pour l’examen des propositions de simplification) ainsi que l’application de l’accord interinstitutionnel sur la qualité rédactionnelle de la législation fournis à cet égard une base solide.[12]
