Is of the opinion that a modest injection of funds for Latin America, to be contributed from, or reallocated from within, the Union budget and not constituting an additional allocation, could act as a catalyst which, if combined with the budgetary resources earmarked by other bodies (the EIB, the Inter-American Development Bank, the Andean Development Corporation, the Central American Bank for Economic Iintegration, the World Bank, etc.) and the countries concerned, could provide the budgetary support needed to create sufficient critical mass to help alleviate the problems;
