One of these was a recommendation for change to the public interest disclosure defence found in section 15 of the SOIA, which is available, in certain circumstances, to persons who are permanently bound to secrecy but who, nonetheless, and without authority intentionally communicate “special operational information” as defined under the Act. Another was a recommendation to amend section 3(1)(a) of the SOIA, to remove reference to a political, religious or ideological motive from the definition of what constitutes a “purpose prejudicial to the safety or the interests of the State”.

Stresses that the biggest single challenge of the reform effort is endemic corruption; urges the Ukrainian authorities to commit to eradicating corruption in the country; welcomes the decisions taken to date, such as the establishment of anti-corruption legislation, institutions (National Anti-Corruption Bureau, National Agency for Prevention of Corruption, a special anti-corruption prosecutor) and mechanisms; strongly encourages safeguarding political independence, as well as ensuring sufficient financial and other resources allowing the institutions to fulfil their duties, and therefore fully complying with the expectations of both the international community and, above all, the citizens of Ukraine; stresses, in particular, that the anti-corruption institutions must be politically independent and equipped with sufficient competences and resources in order to truly execute their mandate; urges the authorities not to compromise in any way in this field and to confront vested interests, as both the international community involved in supporting Ukraine and the citizens of Ukraine themselves expect fast tangible results in the fight against corruption; progress will only be measured on the basis of results and not of good intentions;

Particular efforts should be made to explore solutions to prevent intentional proposals, through information and communication technologies, of an adult to meet a child for the purposes of committing sexual abuse or offences, while at the same time special attention should be given to the peer support system.

This highlights the SME contribution to the Lisbon objectives and the need to integrate the "Think Small First" principle into Community policies, underlines the need for partnership between the European, national and regional level when designing and implementing measures for the benefit of all types of SMEs, including social economy enterprises and calls for the Member States to assume their full responsibility in the implementation and follow-up of the measures included in the Communication; STRESSES the benefits for SMEs of a well functioning internal market, paying special attention to the service sector which is crucial for growth and employment; STRESSES the importance of wide involvement of SME stakeholders and SME representatives in the policy-making process both at the national and Community level to ensure the relevance of the measures proposed, as well as their efficient implementation; ACKNOWLEDGES the potential of Community programmes, in particular the Commission proposals for the 7th Research Framework Programme and the Competitiveness and Innovation Framework programme (CIP) for SMEs, both currently under negotiation at the Council, and of the Structural Funds.
