At the same time any preferential treatment granted for trade with a neighbouring country of an outermost region, in the absence of an economic integration agreement in the WTO sense or of a waiver, should be regarded as incompatible with the WTO's fundamental principle of non-discrimination, unless the same preferential treatment is also granted for trade with any other trading partner which is a member of the WTO.
