In several cases, take-off is blocked by complex licensing procedures, poor integration of electricity from renewable energy in regional and local planning and opaque grid-connection procedures.

3. Recognises that electricity interconnection is one of the key preconditions for completing an integrated internal electricity market, which, if well designed, will help to achieve our climate objectives, including the EU’s aim to be the leader in renewables, and improve the EU’s geopolitical position through greater energy security and independence, as well as reduce energy isolation and the possibility of perturbations in the energy system; stresses that the electricity interconnectors also need to be addressed, planned and constructed through strong, coordinated regional cooperation that respects the competences of national authorities to determine the energy mix while respecting the EU’s long-term climate and energy goals;
3. reconnaît que l'interconnexion électrique est une des conditions préalables à l'achèvement d'un marché intérieur de l'électricité intégré, qui, s'il est bien conçu, permettra d'atteindre nos objectifs en matière de climat, notamment l'objectif de l'Union de devenir chef de file dans le domaine des énergies renouvelables, d'améliorer la position géopolitique de l'Union grâce à une sécurité énergétique et à une indépendance accrues et de limiter l'isolement énergétique ainsi que les risques de perturbation du système énergétique; souligne que les interconnexions électriques doivent également être étudiées, planifiées et construites dans le cadre d'une forte coopération coordonnée au niveau régional, qui respecte les compétence des autorités nationales, auxquelles il appartient de définir le bouquet énergétique, tout en satisfaisant aux objectifs à long terme de l'Union en matière de climat et d'énergie;

In particular, they shall promote the cooperation of network operators at a regional level and facilitate their integration at that level with the aim of creating a competitive European market, facilitating the harmonisation of their legal, regulatory and technical framework and, above all, integrating the electricity islands that persist in the European Union .

(41) Increased regional cooperation should be the first step in the development of a fully integrated European electricity grid, ultimately incorporating the electricity islands that persist in the European Union.

The most prominent examples are the following: gas interconnections on the Africa–Spain–France corridor; electricity interconnections between Portugal and Spain which contribute to the development of the Iberian electricity market; electricity interconnection between the United Kingdom (Deeside) and the Republic of Ireland (Meath) for the establishment of a regional market between the UK and Ireland; and the electricity interconnections in the Baltic region and their integration into the Nordpool Market.

9. Invites the Commission to pay greater attention to the areas of energy, transport and information networks in the context of the Northern Dimension in order to develop the necessary preconditions for the creation of an integrated Baltic electricity market and its integration into the Nordic and EU electricity markets, as well as to develop efficient transport networks in the region;
