The European Parliament, which has voiced several calls for increased convergence of national supervisory practices and improvement of existing crisis management arrangements in the EU, welcomes the main actions proposed in the Commission Communication. Having regard to the two ECOFIN Council Conclusions, having regard to the still-unfolding financial crisis whose speed and pace has taken by surprise many market participants and supervisors, and having regard to the threats the crisis still poses to the EU financial markets and to its spill-over into the EU economy, what is the Commission intending to undertake in this area in order to better respond to the challenges of globally integrated markets and to preserve the soundness and stability of the EU financial markets?

25. Stresses the necessity to open up the network industries for competition by ensuring a level playing field and effective competition in European-wide integrated markets; in this sense, believes that public ownership in the electricity and gas markets is one of the main elements leading to distortions at the European level, and that the stimulus for competition in those markets must be further improved; is convinced that expansion, improvement and linking up European infrastructure, especially focusing on cross-border projects and interconnection between old and new Europe, should help to develop adequate conditions for substantial improvement in productivity in the transport, energy and ICT sectors;

Key among these are: opportunities provided by market reforms to stimulate investment; the level of competition; the ability to innovate, both through increased investment in RD and human capital development, notably through education and training; the capacity rapidly to transform technological and non-technological innovations into economic goods; the reorganisation of working practices through the adoption of information and communication technologies; competition regulations and consumer protection rules that ensure that competitive pressure operates fully in the Internal Market [4] (inter alia in areas where the obstacles to competition and competitiveness take the form of restrictive regulations and monopoly) thus maintaining incentives for higher productivity; and an integrated market for goods and services that ensures that all potential gains are realised.
