ERA's mission is to contribute to the creation of an integrated European railway area where railway undertakings can run trains and organise their transport services freely, safely, effectively, and without interruption, allowing the rail transport sector to grow to the good of society, economy and the environment.

A. whereas the first railway package, which was adopted in 2001 and contains three directives on the development of the Community's railways, on the licensing of railway undertakings and on the allocation of railway infrastructure capacity and the levying of charges for the use of railway infrastructure and safety certification, was intended to revitalise the rail industry by acting as a first step towards the creation of an integrated European railway area, and to provide a sound financial structure to bring this about,

Emphasises that the lack of network interoperability is still the main obstacle to the creation of an integrated European railway area, and welcomes the Commission's decision to put forward a new initiative on this issue; considers that liberalisation should have gone hand-in-hand with the progress made on interoperability and regrets that the two processes have proceeded at very different speeds; points out that opening up the networks to competition will bear fruit only if there is a real integrated trans-European network; calls for this question to be treated as a priority in future;
6. souligne que le manque d'interopérabilité des réseaux reste le principal obstacle à la réalisation d'un espace ferroviaire intégré européen et salue la décision de la Commission de présenter une nouvelle initiative sur ce thème; considère que la libéralisation aurait dû aller de pair avec les progrès de l'interopérabilité et regrette que les deux processus aient suivi des rythmes très différents; souligne que l'ouverture des réseaux à la concurrence ne portera ses fruits qu'à la condition d'avoir un véritable réseau transeuropéen intégré; demande que cette question soit à l'avenir traitée en priorité;

The second railway package having entered into force in May 2004 will bring about the establishment of an Integrated European Railway Area.

In order to establish a functioning Integrated European Railway Area it is vital that the regulatory framework in the rail sector is completed swiftly with European rules on safety and interoperability, a European Railway Agency to steer and boost the implementation of a truly European rail safety approach and of the interoperability of the rail systems as well as a further market opening for domestic rail freight including cabotage services.
In order to establish a functioningl Integrated European Railway Area it is vital that the regulatory framework in the rail sector is completed swiftly with European rules on safety and interoperability, a European Railway Agency to steer and boost the implementation of a true European rail safety approachand of the interoperability of the rail systems as well as a further market opening for domestic rail freight including cabotage services.

The European Commission has proposed a new package of measures to revitalise the railways by rapidly building an integrated European railway area.
