Emphasises the definitive strategic importance of the Euro-Mediterranean area and the need to strengthen as much as possible all dimensions of the Euro-Mediterranean dialogue, political dialogue, including the security dimension, economic and trade cooperation and the social and cultural dimension, and reiterates the proposal it has made for "Barcelona V", namely that crisis prevention and ESDP should be integrated in the Barcelona Process with a view to achieving mutual security; recalls the need to boost regional integration and South-South trade, and calls for the revitalisation of the Arab Maghreb Union; welcomes the creation of a Foundation for Dialogue between Cultures and the opening of a strengthened EIB credit line as fundamental steps towards increasing institutionalisation of the Euro-Mediterranean process;

She highlighted the consequent need for closer cooperation between the countries bordering on the southern Mediterranean, and in particular for integrating and interconnecting the energy and transport networks of the Maghreb countries, which are destined to become a major oil and gas infrastructure hub, paving the way for Euro-Mediterranean electricity and gas networks.
Elle a souligné pour cela la nécessité d'une coopération plus étroite entre les pays de la rive sud de la Méditerranée, en particulier l'intégration et l'interconnexion des réseaux d'énergie et de transport entre les pays du Maghreb qui sont appelés à devenir un véritable carrefour d'hydrocarbures, ouvrant ainsi la voie à la mise en place des anneaux euro méditerranéens électriques et gaziers.

5. Calls on the Council and Commission to step up political, economic and financial support for the integration of the sub-regional zones, starting with the Maghreb and the Middle East, by establishing sub-regional association agreements, providing funding the regional programmes implemented in the framework of Euro-Mediterranean partnership at a more significant level than that currently assigned under the MEDA programme;
5. demande au Conseil et à la Commission de renforcer le soutien - politique, économique et financier - en faveur de l'intégration des zones subrégionales, à commencer par le Maghreb et le Moyen-Orient, par le biais de l'élaboration d'accords d'association subrégionaux, en assurant la dotation financière des programmes régionaux mis en œuvre dans le cadre du partenariat euroméditerranéen, dans une mesure plus significative que celle octroyée actuellement par le programme MEDA;
