In particular, a dedicated SME instrument that is targeted at all types of SMEs with an innovation potential, in a broad sense, shall be created under a single centralised management system and implemented primarily in a bottom-up manner through a continuously open call tailored to the needs of SMEs as set out under the specific objective "Innovation in SMEs" in Point 3.3 (a) of Part II of Annex I. That instrument shall take account of the specific objective "Leadership in enabling and industrial technologies" set out in Point 1 of Part II of Annex I and each of the specific objectives under the priority "Societal challenges" set out in Points 1 to 7 of Part III of Annex I and shall be implemented in a consistent manner.
En particulier, un instrument dédié aux PME qui cible tous les types de PME disposant d'un potentiel d'innovation, au sens large, est créé dans le cadre d'un système unique de gestion centralisée et est essentiellement mis en œuvre selon une logique ascendante au travers d'appels ouverts permanents adaptés aux besoins des PME, tels qu'ils sont énoncés sous l'objectif spécifique "Innovation dans les PME" figurant à l'annexe I, section II, point 3.3.a). Analysis of its operation over the past twenty years points to a number of conclusions: (i) erosion of the preferential margin resulting from successive customs duty reductions negotiated in GATT has made the GSP less attractive than it was, (ii) set up as an alternative to the GATT machinery, the GSP has become instead an additional instrument, since the developing countries have stepped up their involvement in multilateral negotiations and their integration into the world trading system has become one of the aims of such negotiations, (iii) the usefulness of the GSP as an additional instrument is lessened by the complexity of the way the Community scheme is managed and its lack of stability and transparency.
L'analyse de son fonctionnement depuis sa création conduit à plusieurs constations : - l'érosion de la marge préférentielle du fait notamment des réductions successives des droits de douane négociées au sein du GATT a rendu le SPG moins attractif que par le passé, - d'instrument alternatif aux mécanismes du GATT, il en est devenu un instrument complémentaire dès lors que les pays en voie de développement ont accentué leur participation aux négociations multilatérales et que leur intégration dans le système commercial mondial est devenu l'un des objectifs de ces négociations, - l'utilité du SPG comme instrument complémentaire est amoindrie par la complexité de gestion du schéma communautaire et son manque de stabilité et de transparence.
