The Commission and Denmark will endeavour to initiate the necessary legal procedure as rapidly as possible and take all necessary actions, including contacts with relevant institutional actors, to ensure a swift process with a view to the new arrangements being in place by 1 May 2017 or as rapidly as possible thereafter.

It is important to recall the main elements of Decision 2006/56/EC, due to be replaced by this proposal for a decision, in order to understand one of the main aspects amended by this draft report: the rapporteur considers that the Commission’s proposal places excessive, and indeed obsessive, emphasis on the exploration and exploitation of Greenland’s natural resources, and that this undermines the desired neutrality of the document since, as the proposal for a decision itself states, ‘cooperation activities shall be decided upon in close consultation between the European Commission, the Government of Greenland and the Government of Denmark’ and ‘shall be conducted in full compliance with the respective institutional, legal and financial powers of each of the partners’.

The Danish debate is about Denmark’s being able, via intergovernmental agreements, to be associated with parts of what is known as the third pillar, in other words parts of this section of the Treaty establishing the European Community, and I can tell from what the President-in-Office of the Council said that no decision has been reached. The Council has not entered into such an agreement so far, but I am aware – and the President-in-Office can presumably confirm this – that as far as, at any rate, one particular central issue is concerned, namely the EURODAC system, negotiations between the EU institutions and Denmark are under way.
