51. Member States shall take the necessary measures to prevent the multiple use of elements eligible for own funds where the electronic money institution belongs to the same group as another e-money institution, credit institution, investment firm, asset management company or insurance undertaking.

Takes the view that in its draft Strategy Paper and draft National Indicative Programme 2007-2010 for Brazil the European Commission exceeds its implementing powers laid down in the basic act by earmarking 70 % of the National Indicative Programme for Priority I ‘Enhancing Bilateral Relations’, which has as specific objectives: ‘i) improve the sectoral dialogues between the EU and Brazil on themes of mutual interest; ii) expand cooperation and exchanges between relevant European and Brazilian institutions and civil society organisations; iii) strengthen links between EU and Brazilian academia; iv) enhance mutual awareness between EU and Brazilian institutions and societies’, and under which a facility ‘to promote and support sectoral dialogues on themes of common interest’ will be financed, as well as the establishment of a European Studies Institute, with the main purpose of ‘raising the EU’s profile’ and ‘strengthening higher education links’; considers that these elements are not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, as the primary objective of the Country Strategy Paper is not the eradication of poverty, and as these elements do not fulfil the criteria for ODA established by the OECD/DAC;
(i) d'améliorer les dialogues sectoriels entre l'UE et le Brésil sur des thèmes d'intérêt commun; ii) d'élargir la coopération et les échanges entre les institutions européennes et brésiliennes concernées et les organisations de la société civile; iii) de renforcer les liens entre les universités de l'UE et du Brésil; iv) d'accroître la conscience mutuelle entre institutions et sociétés de l'UE et du Brésil; " et qui financera une "facilité" destinée "à promouvoir et soutenir les dialogues sectoriels sur des thèmes d'intérêt commun", tandis qu'un Institut d'études européennes sera fondé avec pour mission principale de "rehausser le profil de l'UE" et de "renforcer les liens dans l'enseignement supérieur"; considère que ces points ne sont pas conformes aux dispositions de l'article 2, paragraphes 1 et 4, du règlement (CE) n 1905/2006, puisque le premier objectif du document de stratégie par pays n'est pas l'éradication de la pauvreté, et qu'ils ne satisfont pas aux critères définissant l'APD selon le CAD de l'OCDE;
